Sen y la elección colectiva

Abstract

Entre Arrow y Sen hay dos tipos de ruptura. La primera que coherente con las premisas fundantes de los teoremas de imposibilidad de Arrow, muestra que es factible encontrar procesos de eleccion colectiva consistentes, siempre y cuando se esté dispuesto a renunciar a la 'pureza' axiomatica. La segunda coloca a Sen en un terreno muy diferente al de Arrow. Se hacen explicitas las bondades de las comparaciones interpersonales y no oculta sus simpatías por las medidas cardinales de utilidad y bienestar. Muestra que si se acepta que un individuo j decide teniendo en cuenta el bienestar que experimentaría en el caso de encontrarse en una situación x de una persona i, no queda más remedio que hacer explícito el criterio de justicia que subyace a toda elección colectiva.

Between Arrow and Sen there are two types of rupture. The first, in coherence with the founding premises of the impossibility theorems of Arrow, shows that it is feasible to find consistent processes of collective choice, as long as one is willing to give up axiomatic "puri ty". The second places Sen on very different ground than Arrow. Sen makes explicit the goodness of interpersonal comparisons and does not hide his sympathies for cardinal mea sures of utility and welfare. He shows that if we accept that an individual j decides taking into account the welfare he would experience in the case of finding himself in situation x of a person i, then there is no other alternative than to make explicit the criterion of justice that underlies all collective choice.
