Modelo de determinación de costos para la educación superior pública en Colombia

Abstract

El presente trabajo de investigación gira en torno a la necesidad de definir un modelo de costos de calidad para la educación superior pública en Colombia, que permita identificar, evaluar y optimizar los recursos destinados a este rubro y que sirva como punto de partida para diseñar e implementar reformas significativas en este nivel educativo, que contribuyan a solucionar la crisis que se presenta en cuanto a su calidad, pertinencia y equidad y a la vez, permitan fomentar el desarrollo del sector a nivel nacional. Como objeto de estudio se tomarán las 32 Universidades Públicas, las entidades que soportan el sistema y los comités de evaluación y apoyo. El plan de trabajo está enfocado en identificar los elementos que componen el sistema, analizar los métodos de costeo de la educación superior aceptados en el mundo y su correlación con la calidad, realizar un análisis financiero y de productividad del sistema colombiano e identificar las variables que lo afectan, para finalmente poder diseñar el modelo de costos propuesto.

Abstract. The present research work revolves around the need to define a model of cost of quality higher education in Colombia, that allows to estimate, evaluate and optimize the resources devoted to this area and that serve as a starting point to redesign and implement significant reforms at this educational level, contributing to resolving the crisis arising in terms of its quality, relevance and equity and at the same time, allow the development of the sector at national and global levels. As object of study will be taken 32 public universities and institutions that support system, and committees for evaluation and support. The work plan, will be focused on identifying the elements that compose the system, analyze the costing of higher education systems more accepted in the world and its correlation with the quality, perform a financial analysis and one of the Colombian system productivity and identify the variables that most affect the system, to finally be able to design the proposed cost model.
