Evaluación de políticas públicas nacionales referidas al tema del hábitat y la vivienda en Colombia. Las Cuatro Estrategias (1970-1974) y El Salto Social (1994-1998)

Abstract

La siguiente investigación presenta dos casos en los que se utiliza el discurso sobre el hábitat y la vivienda, el cual plantea algunos elementos para evaluar la política pública como el eje de orientación hacia la toma de decisiones y acciones estatales a realizar con cierta efectividad política de largo alcance, circunstancias que inciden fuertemente en el habitar de la población, principalmente de bajos ingresos, contenida en los Planes Nacionales de Desarrollo; Las Cuatro Estrategias y El Salto Social. El trabajo de grado se divide en tres capítulos. La metodología que corresponde al primer capítulo, examina los criterios de la investigación evaluativa con la utilización métodos cualitativos (análisis del discurso y análisis documental) y cuantitativos (datos estadísticos). Además, esta evaluación recurre a un enfoque constructivista, y de cuarta generación. El segundo capítulo, problematiza el concepto de hábitat con el aporte de la noción de deconstrucción de Derrida. Asimismo, toma como base conceptual la mirada teórica de Foucault y Van Dijk, en donde se discute en profundidad, el poder del discurso sobre la política pública y las formas de habitar que de allí se generan, para determinar los diversos cambios que se producen y manifiestan en los habitantes a lo largo de veinticuatro años de influencia política de los dos planes. El tercer capítulo desarrolla la evaluación sobre el hábitat y la vivienda, al analizar el contexto sociopolítico de ambos Planes Nacionales de Desarrollo, sus objetivos, lineamientos y directrices que evocan tanto la coherencia interna como la externa de la política pública. Concluyendo con que el discurso mantiene la mirada modernizadora del hábitat y la vivienda, un planteamiento político sectorial del problema habitacional y busca normalizar el hábitat de la población, desde la forma de crean los dispositivos (políticas, leyes, decretos, normas) para ordenar el territorio. Abstract: The following research presents the cases in which the discourse on habitat and housing is used, which raises some elements to evaluate public policy as the axis of orientation towards the decision making and the state actions to be carried out with the certain effectiveness long-range policy contained in the National Development Plans; The Four Strategies and the Social Leap. The thesis is divided into three chapters. The methodology that corresponds to the first chapter examines the criteria of evaluative research with the use of qualitative methods and the quantitative ones (statistical data). In addition, the evaluation relies on a constructivist, fourth-generation approach. The second chapter, problematizes the concept of habitat with the sport of the notion of deconstruction of Derrida. It also takes as conceptual basis the theoretical view of Foucault and Van Dijk, where the power of discourse on public policy and the ways of inhabiting that are generated to determine the various changes that produce and manifest in the ways of inhabiting the inhabitants throughout these twenty-four years of political influence of the two planes. The third chapter develops the habitat and housing assessment, analyzes the sociopolitical context of both National Development Plans, their objectives, guidelines and guidelines that evoke both the internal and external coherence of public policy. Concluding that the discourse maintains the modernizing view of habitat and housing, the sectoral policy approach and seeks to normalize habitat as a way of ordering the territory. At the end, the state of the issue of the research topic remains as part of the annex
