El aumento de estos eventos ha llamado la atención de diversos sectores, los cuales resaltan la importancia de contar con diferentes estrategias de preparación para atender a la comunidad afectada, apoyándose de varias organizaciones y entidades para lograr mejores resultados en las etapas de respuesta y reparación. El objetivo principal de la investigación es identificar las características de la red de actores involucrados en la etapa de preparación para la gestión de desastres. Se toma como caso de estudio la ciudad de Manizales. Se realiza una caracterización mediante la aplicación de la metodología de análisis de redes sociales para evaluar las relaciones entre los actores. Se describen los procesos de preparación y se evalúa la participación de los actores en los mismos. Por último, se establecen los medios de comunicación que utilizan los actores para relacionarse. Los resultados obtenidos permiten evidenciar una red que comparte información entre todos los participantes a través de diferentes medios de comunicación, enfocados en los procesos de preparación que ejecutan los actores de la red. Se lograron identificar las características de la red en cuanto a relaciones, procesos y mecanismos de comunicación. Este estudio podría aplicarse en otras etapas de la logística humanitaria en el caso de la red en Manizales y de otras redes de ayuda humanitaria (Texto tomado de la fuente).In recent years, losses cause by different natural disasters (droughts, hurricanes, floods, earthquakes) and other caused by human action (wars, mass migrations, famines) have been witnessed around the world. The increase in these events has drawn the attention of different sectors, which highlight the importance of having different preparation strategies to serve the affected community, relying on different organizations and entities to achieve better results in the response and repair stages. The main objective of the research is to identity the characteristics of the network of actors involved in the preparation stage for disaster management, the city of Manizales. It is taken as a case of study, a characterization is conducted by applying the analysis methodology of social networks to evaluate the relationships between the actors, the preparation processes are described and the participation of the actors in them is evaluated, finally the means of communication used by the actors to interact are established. The results obtained allow us to demonstrate a network that shares information among all the participants through different means of communication, focused on the preparation processes conducted by the actors of the network. It was possible to identify the characteristics of the network in terms of relationships, processes and communications mechanisms.
