Esta investigación se centra en la comprensión de las experiencias de participación ciudadana de un grupo de personas Sordas que asisten al Aula Conectando Sentidos Montería, las cuales se enmarcan en el empleo de mecanismos formales de participación generados desde los espacios del gobierno, y en iniciativas propias del colectivo. Metodológicamente el estudio implicó generación de conocimiento de tipo comprensivo, adscrito al enfoque histórico – hermenéutico, permitió mediante cuestionario en línea y grupo de conversación, recuperar los testimonios signados de las personas Sordas. El análisis de los datos se realizó con la herramienta Nvivo, y la técnica de Análisis de Contenido (AC), los cuales se contrastaron con la escala de participación ciudadana según Arnstein (1969). Dentro de los resultados, se resalta la ciudadanía arraigada a los derechos, pero no por el goce de los mismos, sino por su vulneración. Se encontró restringida participación ciudadana en mecanismos institucionales; abstencionismo en el ejercicio del derecho al voto; y en algunos casos el empleo de instrumentos jurídicos para reivindicar derechos. Además, las personas Sordas han desarrollado procesos de movilización ciudadana como marchas, protestas, reuniones y solicitudes, ante algunas instancias del gobierno; al igual que intentos de pronunciamiento a través de medios de comunicación para exponer sus necesidades. De la escalera de participación ciudadana de Arnstein (1969) están presentes cinco niveles: manipulación, información, apaciguamiento, asociación y control ciudadano; los tres restantes: terapia, consulta y poder delegado, están ausentes. Se concluye con aportes específicos de esta investigación al campo de estudios de la discapacidad, en el colectivo de personas Sordas.Resumen
Abstract. This research focuses in the comprehension of experiences about the citizen participation in a group of deaf people who attend to the “Aula Conectando Sentidos” in Monteria which frames in the use of formal mechanisms of participation generated since the Government´s spaces and taking into account the own deaf people´s initiative. Methodologically, this study implied the creation of knowledge of a comprehensive type following the historical-hermeneutics approach which let recover the signed testimony from deaf people by using an online questionnaire and a conversation group. The analysis of data was carried out with the tool Nvivo and the technique of content analysis (AC) which both were matched with the scale of citizen participation according to Arnstein (1969). Taking about the results got in this study, it highlights the rooted citizenship towards the rights but not due to the pleasure of them but due to the infringement. It was found a limited citizen participation in institutional mechanisms, abstentionism in the put into practice of the vote rights, and in some cases the use of legal instruments to vindicate the rights. Furthermore, deaf people have developed processes of citizen demonstration like parades, protests, meetings and requests have been developed in the presence of some members of the Government, at the same time; some means of communication have been visited to expose their needs. It is important to mention that in this research, five levels from the scale of Arnstein´s citizen participation (1969) are present; these are: Manipulation, information, pacification, association, and citizen control, the other three; therapy, consultation and delegated power are absent in this study. It concludes with specific supports done to this research related to the field of the disability, into a group of deaf people.Palabras clave
