Discursos de poder en tres momentos de la Ciudad Universitaria de Bogotá: el impacto en su desarrollo físico-espacial

Abstract

Esta investigación trata sobre la Ciudad Universitaria de Bogotá y su desarrollo como un proyecto urbano y conjunto arquitectónico que comenzó a ser construido en 1936 y para 2016 sigue inconcluso. En estos ochenta años se distinguen tres momentos constructivos que corresponden a tres reformas universitarias. Cada reforma consistió en un rediseño institucional acompañado de intervenciones en arquitectura y urbanismo en la Ciudad Universitaria de Bogotá como un intento por materializar el imaginario de universidad construido en cada momento. A lo largo de cada capítulo de esta tesis se trata cada una de las reformas y se conforma un correlato en el que por una parte se hace la reconstrucción de la “imagen deseada” de Universidad en los discursos de cada momento y, por otra parte, se analizan las principales intervenciones en infraestructura física. Inicialmente el proyecto de una Ciudad Universitaria en Bogotá fue la materialización de una gran reforma realizada por los gobiernos radicales que llegaron al poder en 1930, luego de más de cuatro décadas de exclusión política. La primera reforma se estancó muy pronto y sólo se alcanzaron a hacer las obras del trazado urbano y los primeros edificios, debido a la caída de los gobiernos revolucionarios en 1946. Especialmente, durante el periodo dictatorial 1949-1957 se dio un proceso de “contra-reforma” durante el cual se congeló el proyecto de Ciudad Universitaria por más de una década. Grandes áreas del proyecto quedaron sin ocupar mientras que Bogotá comenzaba su explosión demográfica. Desde entonces se ha seguido desarrollando la ocupación de la Ciudad Universitaria con proyectos de infraestructura física que se enmarcan en otras dos reformas universitarias: una en los años sesenta que hizo parte de los acuerdos internacionales de la Alianza para el Progreso, y otra en el cambio del siglo XX al siglo XXI. This thesis is an analysis of the University City of Bogota and its development as an urban project and an architectural complex that was begun in 1936 and by 2016 remains unfinished. During these past eighty years three individual building sprees can be identified to coincide with three university reforms. Each reform period consisted of a reshaping of the university institutions and of the architectural and urban intervention of the University City in an effort to embody the collective worldview of the ideal university at each point in time. Each chapter of this thesis will deal with each of these reform periods creating a double account of, on one hand, the imagined ideal of the University that was present in the discourses of each time period and, on the other hand, the main interventions in the University City’s physical infrastructure that were done. Initially, the project of creating a University City in Bogota was part of a major educational reform done by the radical governments that rose into power in the 1930’s (after having been politically excluded for more than forty years). The first reform came to a standstill early on and only the urban layout and first buildings of the campus were done before the revolutionary governments were displaced from power in 1946. Notably, during the dictatorship between 1949-1957 there was a counter-reform during which the project of the University City was frozen for over a decade. Large areas of the project were left empty while at the same time the city of Bogota was beginning its demographic explosion. Since then, the University City has continued to be occupied with physical infrastructure projects that can be framed within two other university reforms: one in the 1960’s as a part of the international agreements of the Alliance for Progress and the other during the turn of the century.
