Confianza institucional y percepción del riesgo: un frágil tejido en las transformaciones socio-espaciales de la ciudad.

Abstract

El Tranvía de Ayacucho es un megaproyecto de movilidad construido en la zona centro oriental de Medellín, que beneficiará cerca de 80.000 personas transportándolas diariamente, cuando se dé por concluid a la totalidad de las obras. Durante el proceso de construcción, se manifestaron daños estructurales en viviendas del barrio San Luis, y un estudio de riesgo realizado posteriormente de terminó que aproximadamente el 8 0% de las viviendas deben ser demolidas, bajo el argumento técnico que el suelo presenta deficiente calidad geotécnica, y que la cimentación de las viviendas es igualmente deficiente. La comunidad de San Luis argumenta que no habita una zona de riesgo y que los daños son producto de las obras. Ante estos discursos divergentes, la investigación busca un acercamiento a la relación entre confianza institucional y percepción del riesgo bajo un enfoque cualitativo, identificando un antes y un después de las obras: el antes es un elemento fundamental que permitió identificar, con información secundaria y entrevistas, aspectos: 1) la zona presentaba unas condiciones de riesgo que podían ser mitigadas técnicamente y, 2) la comunidad de San Luis, en su mayoría, está conformada por propietarios auto - constructores con una historia de más 40 años en ese territorio. Según los resultados de la investigación, en el después, la relación entre confianza institucional y percepción del riesgo parte de una dimensión técnica y una afectiva, donde la afectiva e s la variable de mayor peso e importancia para dicha confianza y a la vez la que más incide en la percepción del riesgo. Parecería que el concepto técnico pierde importancia cuando se refiere a la “casa” y a lo que ésta simboliza y cuando no se genera consenso en torno a las soluciones. (Texto tomado de la fuente)

Abstract: The Ayacucho Streetcar is a megaproject of mobility built in the central -eastern area of Medellín, which will benefit about 80,000 people, transporting them daily, when all the works are finished. During the construction process, structural damage was reported in housing in the neighborhood San Luis, and a later risk study determined that approxima tely 8 0% of the houses should be demolished, under the technical argument that the soil presents poor geotechnical quality, and that the foundation of housing is also deficient. The community of San Luis argues that they do not inhabit an area of risk and that the damages were caused by the works. In the face of these divergent discourses, the research looks for an approach to the relationship between institutional trust and risk perception under a qualitative approach , identifying the conditions before and after the works. The study about the “before” conditions is a fundamental element that allowed to identify, with secondary information and interviews, 2 aspects: 1) the area presented some risk conditions that could be mitigated technically and 2) the community of San Luis, is mostly composed of self - builders with a history of over 40 years in that territory. According to the results of the research, in the "after" the relationship between institutional trust and risk perception starts from a technical and an affective dimension, where the affective variable is the most important one for that trust and, at the same time, the one of more influence in the perception of risk. It seems that the technical concept loses importance when it refers to the "house" and what it symbolizes, especially when there is no consensus about solutions.
