Planificación biorregional del territorio: una aproximación al caso de la Gran Reserva Forestal Regional Productora del Norte de Bogotá D.C. "Thomas van der Hammen"

Abstract

El Plan de Ordenamiento Territorial de Bogotá permitió dirimir a comienzos del siglo XXI, los lineamientos para la ordenación física del Distrito Capital. Este proceso condujo a indagar sobre la importancia de los sistemas naturales contenidos en el territorio distrital para su sustentabilidad. La pieza norte de Bogotá, en su mayoría rural, ocupó un lugar preponderante en el debate por la expansión urbana de la ciudad. No obstante, luego de álgidas discusiones técnicas y jurídicas sobre la suerte de este territorio, la autoridad ambiental regional declaró allí un área de protección cercana a las 1.400 hectáreas, la Reserva Forestal Regional Productora del Norte de Bogotá D.C. “Thomas van der Hammen”, marcando un hito en la definición de reservas forestales con elementos de importancia ambiental que además contemplan zonas para la producción sostenible, siendo pionera en su categoría a nivel nacional. A partir de allí se ha gestado todo un ejercicio de movilización y participación ciudadana en torno a la defensa de esta porción esencial de la estructura ecológica principal del Distrito Capital y en general, de la región de la Altiplanicie de Bogotá. Sin embargo, la delimitación de esta área en el ámbito meramente distrital, conduce a reflexionar sobre la necesidad de establecer estrategias y enfoques de la planeación territorial como el biorregionalismo, capaces de abordar de forma más precisa las complejidades territoriales en términos de conectividad ecológica, oferta de servicios ambientales, soberanía alimentaria, entre otros, brindando elementos de análisis para un ordenamiento territorial sostenible y articulado con la región. The Plan of Territorial Ordering of Bogota would allow to settle at the beginning of the XXI century, the guidelines for the physical ordination of the Capital District. This process would lead to inquire about the importance of the natural systems contained in the district territory for its sustainability. The northern part of Bogotá, mostly rural, would occupy an important place in the debate over the urban expansion of the city. However, after high technical and legal discussions on the fate of this territory, the regional environmental authority would declare there an area of protection close to 1,400 hectares, the Regional Forest Reserve Producer of the North of Bogotá D.C. "Thomas van der Hammen", marking a milestone in the definition of forest reserves with elements of environmental importance that also contemplate areas for sustainable production, being a pioneer in its category at the national level. From there, a whole exercise of mobilization and citizen participation around the defense of this essential portion of the Main Ecological Structure of the Capital District and, in general, of the region of the Savannah of Bogota will be gestated. However, the delimitation of this area in the purely district context, leads to reflect on the need to establish strategies and approaches to territorial planning such as bioregionalism, proficient of addressing more precisely the territorial complexities in terms of ecological connectivity, supply of environmental services, food sovereignty, among others, providing elements of analysis for a sustainable territorial ordering and articulated with the region.
