Deforestación, justicia ambiental y post-acuerdo en el noroccidente del Guaviare

Abstract

Tras la firma del acuerdo de paz entre el Gobierno de Colombia y las FARC-EP, las cifras de deforestación en la amazonia colombiana han alcanzado su tope histórico. Según cifras oficiales del IDEAM, sólo en 2017, el país perdió 144.147 has de bosques amazónicos, principalmente en los departamentos de Caquetá y Guaviare, 34% más que en 2012 cuando se iniciaron los diálogos. Aunque este efecto de las negociaciones de paz era previsible, y se encuentra ampliamente documentado en la literatura especializada, la sociedad colombiana falló en adoptar las medidas adecuadas y, hasta el momento, las acciones para para reducir la deforestación y detener la ampliación de la frontera agropecuaria no han conseguido frenar el ecocidio que se vive en el territorio amazónico Dentro de este contexto, el presente trabajo de investigación presenta un análisis de esta problemática en uno de los focos de deforestación activa más críticos de la Amazonia Colombiana, localizado al noroccidente del departamento del Guaviare, entre los poblados rivereños de Puerto Cachicamo y La Carpa; un territorio estratégico para la conectividad ecológica entre los Andes, la Amazonia y la Orinoquia colombiana y clave para la implementación del Acuerdo de paz. Es así como utilizando la Justicia Ambiental como marco epistemológico de aproximación y mediante la combinación métodos cualitativos y cuantitativos de investigación, este trabajo: (i) Describe la magnitud, tendencias y localización de la deforestación en el territorio de análisis para el periodo 1988-2018; (ii) Repasa los hechos más relevantes relacionados con la deforestación y la ampliación de la frontera agropecuaria acontecidos en el noroccidente del Guaviare desde las primeras colonizaciones hasta la actualidad; (iii) Identifica los determinantes históricos (causas y agentes) de la deforestación; (iv) Presenta un análisis de las principales acciones y decisiones para la lucha contra la deforestación en la Amazonia, junto con una disertación acerca de las oportunidades y retos que se presentan en la coyuntura del post-acuerdo; (v) Presenta algunas recomendaciones encaminadas a evitar, mitigar y detener las tendencias de pérdida de coberturas naturales y a frenar la ampliación de la frontera agropecuaria en el territorio amazónico.

Abstact: After the signing of the peace agreement between the Government of Colombia and the FARC-EP, the deforestation rates in the Colombian Amazon have reached their historic peak. According to official IDEAM figures, only in 2017, the country lost 144,147 hectares of Amazonian forests, mainly in Caquetá and Guaviare, 34% more than in 2012 when the dialogues began. Although this effect of the peace negotiations was predictable, and is widely documented in the specialized literature, the Colombian society has failed to adopt appropriate measures and, so far, actions to reduce deforestation and stop the the agricultural border expansion have failed to stop the ecocide that is experienced in the Amazonian territory. Within this context, the present research presents an analysis of this problem in one of the most critical active deforestation foci in the Colombian Amazon, located northwest of the department of Guaviare, between the river towns of Puerto Cachicamo and La Carpa; a strategic territory for ecological connectivity between the Andes, the Amazon and the Colombian Orinoquia and key to the implementation of the Peace Agreement. This is how using Environmental Justice as an approximation epistemological framework and by combining qualitative and quantitative methods of research, this work: (i) Describes the magnitude, trends and location of deforestation in the territory of analysis for the period 1988-2018 ; (ii) Review the most relevant facts related to deforestation and the expansion of the agricultural frontier occurred in the northwest of Guaviare from the first colonizations to the present; (iii) Identify the historical determinants (causes and agents) of deforestation; (iv) It presents an analysis of the main actions and decisions for the fight against deforestation in the Amazon, along with a dissertation about the opportunities and challenges that arise in the post-agreement situation; (v) It presents some recommendations aimed at avoiding, mitigating and stopping the tendencies of loss of natural coverage and to stop the expansion of the agricultural frontier in the Amazonian territory.
