dc.description.abstractCoordinación de actores en la respuesta logística humanitaria de última milla por medio de reglas de prioridad Una de las tareas más retadoras en la logística de respuesta a desastres es la distribución de última milla, que comprende el tramo final de la cadena de suministro que conecta los almacenes de suministros en la zona afectada con los damnificados. Esta tarea se realiza un contexto incierto donde confluyen múltiples actores, existen dificultades para tener plena información y hay poca visibilidad sobre las acciones o recursos de otras agencias. En consecuencia las operaciones distribución siguen protocolos de respuesta “ad-hoc”, donde las decisiones de distribución se toman de forma descentralizada y usualmente de manera no coordinada, lo cual reduce la eficacia de las entregas de ayuda incrementando el sufrimiento poblacional. Evidencia de ello es la ocurrencia simultánea de faltantes y entregas de ayudas redundantes, en donde la falta de claridad en los roles ejecutados por los actores lleva a que los bienes críticos se entreguen en ciertas zonas, mientras que otras no reciben nada o reciben ayudas por debajo de sus necesidades. El problema de la existencia de faltante y la mejora de la eficacia de los procesos de distribución ha sido predominantemente abordado en la literatura bajo en un enfoque cuantitativo a través de modelos de programación matemática. Bajo este enfoque se encuentran limitantes para la representación del contexto descentralizado que caracterizan las decisiones de distribución en campo, dificultades para la representación de un gran número de actores interactuando de forma independiente, y en la representatividad de los supuestos de coordinación centralizada o subordinación de las acciones de los actores a las soluciones de los modelos planteados. Por ello esta investigación propone evaluar los efectos, que sobre el sufrimiento poblacional y sobre la redundancia, tienen las decisiones adoptadas en campo por parte de los actores para la distribución de ayudas en la última milla, con miras a identificar potenciales alternativas de mejora al desempeño del sistema de distribución. Para ello, la investigación realizó una identificación inicial de criterios de distribución de ayudas humanitarias por medio de trabajo de campo en las Inundaciones de la cuenca del Rio Orinoco en Colombia durante el año 2018. Posteriormente, por medio del análisis de contenido de fuentes secundarias y terciarias de información, se analizaron las decisiones de distribución adoptadas en los terremotos de Ecuador en 2016, los deslizamientos en la ciudad de Mocoa en Colombia durante 2017 y los terremotos en Ciudad de México en 2017. Posteriormente a través de Análisis de Correspondencias Múltiples se identificaron las relaciones estadísticas existentes entre los criterios de distribución, el desastre analizado, los tipos de actores participantes y los tiempos de publicación de las fuentes analizadas. Con esta información se diseñó un modelo de simulación basada en agentes para la medición de los efectos de los criterios de decisión adoptados por los actores respondientes sobre la eficacia del proceso de distribución, cuyo modelo conceptual se formuló usando el protocolo ODD (Overview, Design Concepts and Details). Los resultados muestran que los criterios de decisión usados para la distribución de ayudas pueden representarse en un conjunto de 16 reglas de prioridad de las cuales 5 reglas agrupan el 78% de las decisiones adoptadas en campo. En consecuencia, se encontró que el efecto agregado de la coincidencia de criterios de decisión, produce la ocurrencia simultanea de faltantes y pedidos redundantes que se describe en la literatura. Como alternativas para la reducción del sufrimiento sobre la población se proponen modificaciones en la frecuencia con que los actores acuden a las reglas de prioridad para tomar decisiones de distribución y el empleo de una nueva estructura logística de respuesta a desastres. Esta última alternativa se le denomina Redes de Asistencia social (SANs) y se basa en la adaptación de los programas de asistencia social para la respuesta a desastres. Los resultados muestran que al usar las SANs la eficacia del sistema de distribución aumenta, reduciéndose el sufrimiento agregado de la población afectada. (Texto tomado de la fuente)
dc.description.abstractOne of the most challenging tasks in Post Disaster Response Logistics (PD-RL) is the last-mile aid distribution. The distribution mission of match the aid supplies with the demand in the affected regions is a complex task in a context with multiple actors dealing with uncertainty, partial information and also, partial visibility of other agencies' choices or resource availability. Consequently, distribution operations usually follow ad-hoc procedures (without coordination, collaboration or cooperation) , which could reduce the efficiency and the effectiveness of the distribution effort. This is because those procedures often result in simultaneous resource scarcity and oversupply, described as a lack of clarity in the actor roles, deriving on functional and geographical redundancy. That means a group of organizations could deliver aid supplies of the same type to the same zone, depriving other impacted areas of critical goods. Through fieldwork and textual content analysis, this research found that the decision-making process followed by the actors in the last mile resource allocation and distribution is usually based on common-sense rules like maxim population density or minim distribution distance. In a multiactor environment, the common-sense rules are mostly consistent between actors, causing the mentioned redundancy problems. The scientific PD-RL is mostly dominated by approaches using exact and approximation methods to evaluate the distribution process, and not much attention has been given to coordination or the representation or actor behavior in real disasters. However, the network structure and system capacities are considered as parameters or part of the problem assumption with potential applications requires a centralized decision-making process and therefore, a loss in the autonomy of each involved actor which limits the knowledge transfer to the real system. This research proposes evaluating the last-mile distribution decision criteria effects on the suffering of people affected and proposing and an aid distribution strategy based on priority rules. The priority rules were identified through fieldwork on the 2018 Orinoco watershed floods. A content analysis technique was then used to identify an exhaustive distribution priority rules list using secondary and tertiary information on three disasters that occurred in Latin America: the 2016 Ecuador earthquake, the 2017 Mocoa, Colombia landslide, and the 2017 Mexico major earthquakes. The content analysis results were statistically processed using multiple correspondence analysis (MCA). MCA allowed identifying relations and correlations between priority rules, the disaster event, the actor type, and the source publication date. Then the MCA results were used to design an Agent-Based Model (ABS) to evaluate the priorities rules effect on the affected people's suffering. The research found that the distribution decision-making criteria could be represented by 16 priority rules which only 5 rules groups the 78% of the distribution decisions adopted on the field. Consequently, t the coincidence on the priority rules explains the simultaneous occurrence of resource scarcity and oversupply. As an improvement strategy, the research proposed two alternatives: (i) to modify the priority-rules use frequencies and (ii) proposing a new disaster response logistics structure. In the alternative (I), the ABS model tested several combinations in the priority-rules vector to reduce the aggregated human suffering. Alternative (ii) proposes the adaptation of social assistance programs (SAP) to disaster response. The results show a successful SAP adaptation to disaster response could foster the distribution system efficacy and the aggregated human suffering reduced.
