El conflicto ambiental urbano en la cabecera municipal de Vijes, departamento del Valle del Cauca

Abstract

Gran parte de los municipios de Colombia, presentan deficiencias en instrumentos de gestión ambiental, que les permitan identificar los conflictos ambientales urbanos en poco tiempo y a bajos costos. En este documento mediante un análisis entre el diagnostico del municipio, junto a los indicadores ambientales (tema poco conocido en nuestro país) dividido en componentes, y a los instrumentos de gestión, se determinaron los conflictos ambientales urbanos de la cabecera municipal de Vijes. En el caso de la cabecera municipal de Vijes, inicialmente se encontró que la historia junto a la cultura de Vijes, influye de manera radical en la contaminación ambiental principalmente en la del aire, y que su localización geográfica junto al proceso de desarrollo que ha estado presentando el municipio, no favorecen el desarrollo económico del Vijes exceptuando el proceso de la roca caliza. Igualmente se destaca que Vijes, presenta condiciones bastante favorables a la comunidad relacionadas con los equipamientos de educación y salud, tanto en servicio como en infraestructura, y en el caso de la galería santa Barbara, se convierte en un ejemplo hacia un proceso de gestión y cultura para el manejo de este tipo de equipamientos que generalmente son centro de producción de contaminación. Posteriormente se determinó mediante indicadores, que el espacio público efectivo, es la variable que mayor inversión requiere por parte del municipio, y que esta determinará en gran medida el mejoramiento de la calidad de vida de la comunidad. Es evidente la falta de inversión en temas ambiéntales, y la creación de estrategias educativas, para el control, mitigación y solución de los conflictos ambientales urbanos en la cabecera municipal de Vijes. Great part of the municipalities of Colombia, they present deficiencies in instruments of environmental administration that allow them to identify the urban environmental conflicts in little time and at low costs. In this document by means of an analysis among the I diagnose of the municipality, next to the environmental indicators (it fears not very well-known in our country) divided in components, and to the administration instruments, the urban environmental conflicts of the municipal head of Vijes were determined. In the case of the municipal head of Vijes, initially it was found that the history next to the culture of Vijes, influences mainly in a radical way in the environmental contamination in that of the air, and that its geographical localization next to the development process that has been presenting the municipality, doesn't favor the economic development of the Vijes excepting the process of the calcareous stone. Equally is stands out that Vijes, presents quite favorable conditions to the community related with the education equipment and health, as much in service as in infrastructure, and in the case of the sacred gallery Bárbara, becomes an example toward an administration process and culture for the handling of this type of equipment that you are generally center of production of contamination. Later on it was determined by means of indicators that the effective public space, is the variable that bigger investment requires on the part of the municipality, and that this it will determine in great measure the improvement of the quality of life of the community. It is evident the investment lack in topics envairoment, and the creation of educational strategies, for the control, mitigation and solution of the urban environmental conflicts in the head municipality of Vijes.
