To this end, a methodological proposal consisting of three stages is presented. The first, consisting of a group of ordinary differential equations, which make up a system dynamics model, whose objective is to gather the main characteristics of a sustainable social system, based on the use of water and the use of land. The second, consisting of a series of participatory workshops with the community, whose objective is to gather information about the needs, priorities, expectations, among others, that its inhabitants have regarding the main problems related to the use of water and the use ground. And the third, consists of a series of equations and matrix operations, which make up the so-called network analytical process, to rank green projects. Throughout the document, it will be shown that the foundation of the thesis is based on the use of system dynamics and dynamic systems for the creation of future scenarios; participatory modeling, to involve citizens, take advantage of their knowledge and meet their needs and; the ANP process, to apply a mathematical method that reduces bias in decisions and selects the best project based on defined criteria and priorities. In addition, two case studies are proposed in order to demonstrate the different behaviors of the model when the values of the system parameters are varied. Thus achieving that there is a sensitivity in the selection of projects according to the community to which it is directed, facilitating decision-making on a case-by-case basis. Until now, no reports on this joint use of different methods for project selection have been found in the literature. As a first important result, it has been found that, according to the dynamics of each community, decision makers may prefer one project or another and not be biased by choosing the one they consider best in light of the proposals presented. In this sense, the planning and study of the dynamics of the communities in the face of possible scenarios implies that the dynamics in decision-making could be altered according to the needs and priorities that the community itself gives to its problems. From this work, it is proposed then that based on a methodology where system dynamics and participatory modeling are linked as evaluative methods and, the network analytical process as a prioritization method, they are used as facilitators in decision making, supported in the mathematical relevance of each of them.
