Políticas y estrategias de planeación en la configuración del sistema urbano regional Bogotá-Sabana de los años 60s

Abstract

El trabajo parte del concepto de ciudad región para analizar la manera en la cual se abordó la relación Bogotá-Sabana en los años sesenta a través de dos vías: la primera, a partir de la historia administrativa de Bogotá y la Sabana, desde las decisiones político-administrativas de finales del siglo XIX hasta la creación del Distrito Especial de Bogotá y, la segunda, en torno a los estudios y planes que adelantaron en la época por una parte el gobierno distrital y, de otro lado la Corporación Autónoma Regional de la Sabana de Bogotá y de los valles de Ubaté y Chiquinquirá (CAR), algunas veces de manera coordinada, otras en forma independiente. El análisis se enfoca en los planes acerca del agua y la red vial, ambos componentes estructurantes del sistema urbano regional en un área metropolitana que ha existido de facto aunque con dificultades para su formalización. The research starts from the concept of city region to analyze the way in which the Bogotá-Savanna relationship was approached in the sixties through two ways: first, from the administrative history of Bogotá and the Savanna, upon the political-administrative decisions from late 19th century until the creation of the Special District of Bogotá and, second, the studies and plans that were carried out at the time on the one hand by the district government and, on the other hand, by the Regional Autonomous Corporation of the Sabana de Bogotá and the valleys of Ubaté and Chiquinquirá (CAR), sometimes in a coordinated manner, other times independently.
