dc.description.abstractDEA (Data Envelopment Analysis) es una metodología cuantitativa no paramétrica que permite calcular la eficiencia relativa de unidades tomadoras de decisiones (DMU) mediante la combinación de múltiples entradas y salidas. Los modelos seminales de esta metodología corresponden a los denominados CCR y BCC: el modelo CCR por Charnes Cooper & Rohdes (1978) se caracteriza por suponer una tecnología de producción con rendimientos constantes a escala (CRS), es decir, supone que un incremento en sus factores productivos genera un incremento del nivel de producción de la misma proporción. Por su parte, el modelo BCC por Banker, Cooper & Rohdes (1984) supone una tecnología con rendimientos variables a escala (VRS), lo que implica incrementos de mayor o menor proporción en el producto ante incrementos en los niveles de los factores de producción. En este trabajo se estima y analiza la eficiencia relativa de colegios públicos de educación básica y media en Colombia a través del Análisis Envolventes de Datos (DEA) mediante la aplicación simultánea de los CCR y BCC. La estimación se hace para cada año del periodo 2014 – 2018, considerando como unidades tomadoras de decisiones (Decision Making Units - DMU) los colegios oficiales del territorio colombiano que ofrecen educación media bajo el modelo de educación tradicional. Los datos empleados fueron tomados de las bases EDUC y PRISMA administradas por el Departamento Administrativo Nacional de Estadística – DANE y el Instituto Colombiano para la Evaluación de la Educación –ICFES, respectivamente. Se encuentra que menos del 3% de las DMU consideradas resultan eficientes bajo el modelo estimados y que, en promedio, el 98% de las unidades operan bajo rendimientos decrecientes de escala. Se identifican brechas importantes de eficiencia entre las DMU ubicadas en departamentos del centro del país con los ubicados en zonas de frontera. También, se identifica una baja relación entre los niveles de eficiencia relativa con el uso de las TIC y la formación posgradual de los docentes. Además de capturar el gran potencial de mejora en el desempeño de los colegios públicos a nivel nacional, este trabajo invita a efectuar aproximaciones similares en las que se incorporen características de los entornos socioeconómicos y culturales de los estudiantes, que puedan orientar la gestión de los colegios con miras a mejorar el logro académico y reducir las brechas existentes dentro del sistema educativo oficial. Esta Tesis constituye una primera propuesta para medir la eficiencia de los colegios públicos mediante la metodología DEA con un alcance nacional, que ve en la gestión de los colegios el motor de una mejora del sistema educativo público nacional en sus niveles de básica y media. dc.description.abstractDEA (Data Envelopment Analysis) is a non-parametric quantitative methodology to calculate the relative efficiency of decision-making units (DMU) employing multiple inputs and outputs. The seminal models of this methodology correspond to the so-called CCR and BCC: the CCR model by Charnes Cooper & Rohdes (1978) is characterized by a production technology with constant returns to scale (CRS), that is, it assumes that an increase in its productive factors generate an increase in the level of production of the same proportion. On the other hand, the BCC model by Banker, Cooper & Rohdes (1984) assumes a technology with variable returns to scale (VRS), which implies increases of greater or lesser proportion in the product in the face of increases in the levels of production factors. This paper estimates and analyzes the relative efficiency of public schools of basic and secondary education in Colombia through the Data Envelopment Analysis (DEA) through the simultaneous application of the CCR and BCC. The estimate is made for 2014 - 2018, considering as decision making units (Decision Making Units - DMU) the official schools in Colombia that offer secondary education under the traditional education model. The data used were taken from the EDUC and PRISMA databases administered by the National Administrative Department of Statistics - DANE and the Colombian Institute for the Evaluation of Education - ICFES, respectively. It is found that less than 3% of the DMUs considered are efficient under the estimated model and that, on average, 98% of the units operate under diminishing returns to scale. Important gaps in efficiency are identified between DMUs located in central departments of the country with those located in border areas. Also, a low relationship is identified between the relative efficiency levels with the use of ICT and the postgraduate training of teachers. In addition to capturing the great potential for improvement in the performance of public schools at the national level, this work invites us to carry out similar approaches that incorporate characteristics of the students' socioeconomic and cultural environments, which can guide the management of schools. with a view to improving academic achievement and reducing existing gaps within the official educational system. This Thesis constitutes a first proposal to measure the efficiency of public schools by means of the DEA methodology with a national scope, which sees in the management of schools the engine of an improvement of the national public educational system at its basic and secondary levels
