dc.description.abstract | La motocicleta es un medio de transporte que genera impactos significativos en las dinámicas urbanas contemporáneas, especialmente en países en desarrollo. A nivel socioeconómico, se constituye como una importante herramienta de movilidad e inclusión, particularmente para poblaciones de recursos limitados que enfrentan restricciones en el acceso al transporte público o la adquisición de automóviles. Su preferencia se fundamenta en características operativas como versatilidad y eficiencia en tiempos de viaje. Sin embargo, su predominio en el parque automotor, incluyendo Colombia, genera externalidades significativas en términos de contaminación, congestión y siniestralidad vial, requiriendo intervenciones de política pública basadas en evidencia. Esta investigación desarrolla una metodología innovadora para la evaluación de políticas de transporte urbano desde la perspectiva de sistemas complejos, con énfasis en contextos donde la motocicleta tiene fuerte influencia. El marco metodológico integra el modelado basado en agentes orientado por datos con el modelo de comportamiento humano CONSUMAT y el marco de Análisis y Desarrollo Institucional (IAD). Esta integración proporciona una base sólida para representar aspectos técnicos y sociales de los sistemas de transporte, estableciendo siete fases sistemáticas que garantizan su replicabilidad en diferentes contextos urbanos. Utilizando como caso de estudio la ciudad de Cali, Colombia, se aplicó la metodología propuesta y usando el modelo de simulación desarrollado se evaluaron políticas relacionadas con seguridad vial, contaminación ambiental, gestión del tráfico y promoción del transporte público. Las contribuciones principales de esta investigación comprenden: (1) el avance en la comprensión de los comportamientos emergentes de movilidad y los procesos de toma de decisiones en la elección modal en contextos urbanos, y (2) el desarrollo de un marco metodológico sistemático y adaptable para la evaluación de políticas de transporte en diversos contextos urbanos. dc.description.abstract | Motorcycles are a mode of transport that generates significant impacts on contemporary urban dynamics, particularly in developing countries. At the socioeconomic level, they constitute an important tool for mobility and inclusion, especially for resource-limited populations facing restrictions in access to public transport or automobile acquisition. Their preference is based on operational characteristics such as versatility and travel time efficiency. However, their predominance in the vehicle fleet, including in Colombia, generates significant externalities in terms of pollution, congestion, and road crashes, requiring evidence-based public policy interventions. This research develops an innovative methodology for evaluating urban transport policies from a complex systems perspective, emphasizing contexts where motorcycles have a strong influence. The methodological framework integrates data-driven agent-based modeling with the CONSUMAT human behavior model and the Institutional Analysis and Development (IAD) framework. This integration provides a solid foundation for representing both technical and social aspects of transport systems, establishing seven systematic phases that ensure replicability across different urban contexts. Using the city of Cali, Colombia, as a case study, the proposed methodology and the developed simulation model were applied to evaluate policies related to road safety, environmental pollution, traffic management, and public transport promotion.
