Higher Education Institutions (HEIs) are positioned as key actors in the knowledge economy. Their dynamics differ significantly from those of traditional corporate industries, requiring specific analytical frameworks to understand their strategic decision-making processes. This study aims to define the competitive priorities of HEIs through the design and validation of an instrument applied in universities located in the Eje Cafetero region. Four key stakeholder groups were identified: students, employers, faculty/administrative staff, and alumni. The scale was administered to 855 individuals. Content validity was assessed by subject matter experts, and a confirmatory factor analysis (CFA) was conducted to evaluate construct validity. Internal consistency was estimated using the omega coefficient. The items achieved an average content validity of 0.78; the CFA supported a unidimensional structure with good model fit and high internal consistency (0.81). As a result, a validated instrument was developed that aligns with the research objective. Its application identified quality, flexibility, innovation, and sustainability as the most relevant competitive priorities. Employers, followed by faculty and administrative staff, expressed the highest expectations regarding institutional performance. To meet these demands, HEIs must demonstrate superior and balanced performance across all identified priorities.eng
