Efectos que genera el Sistema General Seguridad Social en Salud ley 100 de 1993, en la atención humanizada que brinda la Clínica del Occidente

Abstract

A finales del siglo XIX se crearon modelos de aseguramiento en salud en Europa con el fin de cubrir de forma integral y universal a la población, reformas de modelos sanitarios en Suramérica a mediados del siglo XX y Colombia con la ley 100 de 1993 concebida con enfoque de mercado, regido por las leyes de oferta y demanda, bajo el modelo neoliberal, por el Consenso de Washington y la banca mundial. Estudios realizados detallan con preocupación que el rumbo del sistema de salud en Colombia ha sido distinto a lo planteado tanto en calidad, derechos humanos, dignidad humana, eficiencia, integralidad, cobertura, equidad y acceso, ocasionando una inadecuada atención; en cuanto a otros estudios, concluyen que el enfoque del sistema puede afectar la atención humanizada. Esta investigación pretendió conocer los efectos que genera el Sistema General Seguridad Social en Salud en la atención humanizada que brinda la Clínica del Occidente de Bogotá D.C, a través de metodología cualitativa descriptiva-interpretativa, se aplicó entrevista semiestructurada a líderes de área y grupo focal a la asociación de usuarios. Se logró describir asociaciones causales, mayor información, entendimiento de fenómenos con énfasis en los significados, experiencias y la percepción de cada participante.

Abstract. In the late 19th century of the model were created of insurance in health in Europe, in order to offer it of integral and universally to the population, reforms of sanitary models in South America in the middle of the 20th century and Colombia with the law 100 of 1993 conceived an approach of market, been ruled by the laws of offer and demand, under the neoliberal model for the Consensus of Washington and the world banking. Realized studies detail with worry that the course of the system of health in Colombia has been different from the raised so much in quality, rights human, dignity humanizes, efficiency, totality, coverage, equity and access, causing an inadequate care, as for other studies, conclude that the approach of the system can affect the humanized attention. This investigation tries to know the effects generates the General Social Security System in Health in the humanized care that offers the “Clínica del Occidente” from Bogotá D.C, across qualitative descriptive - interpretive methodology, it has been applied interview semi-structured to leaders of area and focal group to the users' association. It was possible to describe causal associations, major information, to understand phenomena giving emphasis to meanings, experiences and perception of every participant.
