Estrategias de adaptación de las empresas de servicio público de energía eléctrica en Colombia ante la incorporación de los recursos energéticos distribuidos

La transición energética que afronta el sector eléctrico colombiano busca responder a las necesidades actuales del mercado, en donde las tendencias tecnológicas juegan un papel fundamental en el desarrollo del sector. Esta transición trae consigo una serie de cambios que impactan los modelos de negocios actuales de los diferentes actores del sistema.
Dentro de las múltiples tendencias tecnológicas que se vienen desarrollando e incorporando en el sistema eléctrico están las relacionadas con los Recursos Energéticos Distribuidos – DERs en materia de almacenamiento, eficiencia energética, respuesta a la demanda, etc., las cuales están haciendo que las empresas se transformen en la forma tradicional en que estas operan e impulsan el desarrollo de nuevos modelos de negocios.
Estos cambios generan impactos dentro de las empresas, por tanto, es importante conocerlos con el fin de identificar mecanismos de adaptación. Por lo tanto, se reconoce entonces que el análisis de la adaptación de las empresas de servicio público de energía eléctrica en Colombia ante la incorporación de los recursos energéticos distribuidos contribuye a la identificación de estrategias que conllevan a este tipo de empresas a permanecer en el mercado y a incorporar avances tecnológicos en el sector eléctrico. Para alcanzar el objetivo propuesto en este trabajo se desarrollaron tres fases correspondientes a: (a) Caracterización de la estructura actual del sector eléctrico colombiano; (b) Identificación de tendencias y desafíos a nivel internacional y nacional, específicamente en recursos energéticos distribuidos, y finalmente, (c) Análisis de los impactos identificados y propuesta de diferentes estrategias que pueden adaptarse al sector energético colombiano, donde se identificó que la actualización o transformación del marco regulatorio colombiano es el principal factor viabilizador para la implementación de las nuevas tendencias tecnológicas.
En consecuencia, este cambio urge realizarlo de manera rápida y aprovechar el dinamismo de las tecnologías disponibles.
The energy transition, currently taking place in the Colombian electricity sector, seeks to respond to the current needs of the market, where technological trends are expected to play an essential role in the development of the sector. This transition entails a set of changes that impact the current business models of each actor in the system. Within the multiple technological trends incorporated into the electrical system are those related to Distributed Energy Resources - DER, which include aspects such as storage, energy efficiency, response to demand, among others. As a result, these tendencies are causing companies to transform the traditional way they operate and hence, promote the development of new commercial or business models. The energy transition, currently taking place in the Colombian electricity sector, seeks to respond to the current needs of the market, where technological trends are expected to play an essential role in the development of the sector. This transition entails a set of changes that impact the current business models of each actor in the system. Within the multiple technological trends incorporated into the electrical system are those related to Distributed Energy Resources - DER, which include aspects such as storage, energy efficiency, response to demand, among others. As a result, these tendencies are causing companies to transform the traditional way they operate and hence, promote the development of new business models. These changes generate significant impacts inside the companies, for this reason it is important to know them in order to identify adaptation mechanisms for the organizations facing them. Therefore, through this work it is acknowledged the contribution of the analysis of the adaptation process of the public electric power service companies in Colombia in the identification of strategies, which are helping these companies to stay in the market and incorporate technological developments in the energy sector. In order to achieve the objective proposed in the present study, the following three phases were developed: (a) Characterization of the current structure of the Colombian electricity sector; (b) Identification of trends and challenges at the international and national level, specifically in distributed energy resources, and (c) Analysis of the identified impacts and proposal of strategies that can be adapted to the Colombian energy sector, which contributed to identify that the update or transformation of the Colombian regulatory framework is the main enabler factor for the implementation of new technological trends. In consequence, this change urges to promptly be carried out in the short term and take advantage of the dynamism of technologies available.
