“Por la defensa de la vida y la salud”: El caso de la Red Popular de Primeros Auxilios (REDPAS) en el marco del Estallido Social de 2021 en Colombia

Abstract

En los últimos ciclos de protestas sociales en Latinoamérica y con el incremento de la respuesta estatal violenta, se vienen consolidando distintas formas de acción colectiva para prestar atención en salud física y mental al manifestante. Dado que no existen investigaciones que ofrezcan claves interpretativas en torno a estas formas de acción colectiva desarrolladas para intentar resolver problemas de salud-enfermedad-atención-desatención-muerte en el marco de la protesta social y la violencia desencadenada, especialmente en Colombia, ante un sistema de salud deficiente e incluso ausente, se buscó comprender este hecho, a través del caso de la Red Popular de Primeros Auxilios (REDPAS) en la ciudad de Bogotá durante el Estallido social de 2021. Para ello se realizaron y analizaron entrevistas a profundidad, y se tomó en cuenta la observación participante de la investigadora, junto con la revisión de documentos de distintas fuentes para reconstruir las memorias de la REDPAS y transitar hacía un hacer decolonial. A partir del análisis del contexto territorial/territorialización y de violencias que dio origen a su acción colectiva, los lugares de enunciación de sus actores, las disputas por la memoria, los repertorios de acción, recursos utilizados, motivaciones, emociones, y proyecciones, así como su relación con otras formas de respuestas de la ciudadanía, se invita a la reflexión sobre construcción de sistemas de cuidado otros, autogestionados, que pongan en el centro la vida y la salud, como forma de avanzar por el cambio que se clama en las calles. In recent cycles of social protests in Latin America with the increase in the violent state response, different forms of collective action have been consolidated to provide physical and mental health care to protesters. Given that there’s no research that offers interpretive keys regarding these forms of collective action developed to solve problems of healthillness-care-neglect-death in the framework of social protest and unleashed violence, especially in Colombia, in the face of a deficient and even absent health system. The object of this paper is to understand this fact through the case of the Red Popular de Primeros Auxilios (REDPAS) in the Bogotá City during protests of 2021. For this, in-depth interviews were conducted and analyzed, participant observation and review of documents to reconstruct the memories of REDPAS and transit toward “decolonial doing”. Based on the analysis of the territorial/territorialization context and violence that gave rise to its collective action, the locus of enunciation, the disputes over memory, the repertoires of action, resources used, motivations, emotions, and projections, and its relationship with other forms of citizen responses, REDPAS invite us to the construction of other, self-managed care systems which put life and health at the center, as a way to advance the change that is being clamored for in the streets.
