Legislar sobre los escombros. Edificios que caen, cuerpos que resanen

Abstract

El 12 de octubre de 2013 colapsó la torre 6 del edificio Space en Medellín. La causa del colapso: el diseño no cumplía con la totalidad de requisitos exigidos en la ley y sus decretos reglamentarios. Una vez demolidas las torres restantes, el fantasma del Space empezó a recorrer el mundo: edificios enfermos, la Ley 1796 de 2016, el Registro Único Nacional de Profesionales Acreditados (RUNPA) y el seguro decenal. El Space no es un edificio caído más, es el representante de todos los edificios que podrían caerse; es la historia de un mundo que colapsa y el esfuerzo de los ingenieros-sociólogos por hacer nuevos y cada vez más durables arreglos. A partir de escombros dispersos en notas de prensa, oficios, planos, licencias e informes se reconstruye a diferentes escalas y temporalidades el caso más “exitoso” de un edificio caído en Colombia. Como resultado, se presenta una historia alternativa al desarrollo de la norma de construcción como un esfuerzo por mantener un tejido sin costuras. (Texto tomado de la fuente).

On October 12, 2013, the final tower of the Space building in Medellín suddenly collapse. The main cause: design did not meet all requirements of the law and its regulatory decrees. Once the remaining stages were demolished, the ghost of Space began to travel around the world: sick buildings, the Law 1796 of 2016, the Registry of Accredited Professionals (RUNPA) and the ten-year insurance. Space building is not just another fallen structure, it is the representative of all the buildings that could fall down; it is the story of a collapsing world and the effort of engineer-sociologists to make new and increasingly durable arrangements. From scattered rubble in press, licenses and reports, the most “successful” case of a fallen building in Colombia is reconstructed at different scales and temporalities. As a result, an alternative history of the building code development is presented as an effort to maintain the seamless web.
