dc.description.abstractLas Ciudades Inteligentes Sostenibles (CIS) son la base del crecimiento sostenible y una respuesta a los desafíos de urbanización a nivel mundial. Sin embargo, por la magnitud de estos proyectos, que demandan grandes inversiones y ante la limitada capacidad de recursos del sector público, se deben promover nuevos esquemas de participación del sector privado, en lo que se conoce como las Asociaciones Público Privadas (APP), las cuales contribuyen al financiamiento y desarrollo de proyectos de infraestructura física y tecnológica y la prestación de servicios públicos. Según se observa en literatura disponible, el conocimiento de las CIS y APP ha venido en auge; no obstante, a la fecha no se ha encontrado evidencia de estudios que identifiquen los factores críticos de éxito (CSF) de APP para proyectos de CIS en Colombia. Por medio de una revisión documental de la literatura se identificarán los CSF de APP para proyectos CIS, que posteriormente serán comparados con el marco referencial normativo de CIS en Colombia. Encontrando que se destacan dentro de los CSF: Política económica sólida, mercados financieros disponibles y accesibles y Apropiada asignación de riesgos. Adicional, se encuentra que dentro del marco referencial normativo de Colombia se han integrado algunos de las principales categorías de CSF: institucionales, económicos, técnicos, sin embargo, se encuentra una oportunidad de mejora mediante la integración de factores de negocio y legales.spa
dc.description.abstractSmart Sustainable Cities (SSC) are the basis for sustainable growth and a response to the challenges of urbanization worldwide. However, due to the magnitude of these projects, which require large investments and given the limited resource capacity of the public sector, new schemes for the participation of the private sector should be promoted, in what is known as Public-Private Associations (PPP). which contribute to the financing and development of physical and technological infrastructure projects and the provision of public services. As observed in available literature, knowledge of SSC and PPP has been on the rise; however, to date no evidence has been found of studies that identify the critical success factors (CSF) of PPP for SSC projects in Colombia; Through a documentary review of the literature, the APP CSFs for CIS projects will be identified, which will later be compared with the SSC normative reference framework in Colombia. The following stand out within the CSF: Solid economic policy, available and accessible financial markets and Appropriate risk allocation. Additionally, it is found that some of the main categories of CSF have been integrated within the Colombian normative referential framework: institutional, economic, technical, however, there is an opportunity for improvement through the integration of business and legal factors.eng
