dc.description.abstractThis research proposes an optimization framework for humanitarian aid distribution in post-disaster scenarios, using the case of Salgar, Colombia, which was impacted by a sudden-onset flood. The objective was to develop a decision-support tool for selecting distribution center locations, transportation modes, and resource allocation, while considering constraints of efficiency and fairness. The model integrates penalties related to unmet demand, delivery delays, and equity deviations. Based on operational data and hypothetical scenarios, the study demonstrates that combining multiple transportation modes such as trucks, drones, and helicopters improves response capacity in areas with limited accessibility. Incorporating equity considerations also contributes to more just and inclusive aid distribution without severely compromising efficiency. Scenario and sensitivity analyses provide valuable insights for public policy, highlighting the need to strengthen local logistics capacity and integrate community needs and social justice principles into humanitarian planning. dc.description.abstractEsta investigación presenta un modelo de optimización para la distribución de ayuda humanitaria tras desastres, aplicado al caso del municipio de Salgar, Antioquia, afectado por una avalancha súbita. El objetivo fue diseñar una herramienta que permitiera tomar decisiones estratégicas sobre la ubicación de centros de distribución, la selección de modos de transporte multimodal y la asignación de recursos bajo criterios de equidad y eficiencia. El modelo considera penalizaciones asociadas a la demanda no cubierta, los retrasos en la entrega y la distribución desigual de recursos. A partir de datos operativos reales y escenarios hipotéticos, se demostró que una combinación flexible de transporte (camión, dron y helicóptero) permite responder de manera más eficaz a los desafíos logísticos en entornos de infraestructura dañada. Además, se evidenció que incorporar criterios de equidad mejora la cobertura humanitaria sin comprometer de forma significativa la eficiencia operativa. Los análisis de sensibilidad y escenarios ofrecieron información clave para políticas públicas orientadas al fortalecimiento de la capacidad de respuesta local, destacando la importancia de integrar percepciones comunitarias y criterios de justicia distributiva en la planificación logística humanitaria.spa
