The research adopted a qualitative and exploratory design, utilizing semi-structured interviews with members of the management team. The main objective was to determine the nature of this association between the characteristics of organizational culture and the traits of transformational leadership. Results revealed that the IPS's executives consistently demonstrate the four dimensions of transformational leadership (individualized consideration, intellectual stimulation, idealized influence, and inspirational motivation), acting as cultural architects. They have shaped a robust organizational culture, characterized by humanization, commitment to patient quality and safety, transparency, trust, continuous improvement, and efficiency. Additionally, it was found that this ingrained culture actively influences and conditions leaders' decisions, prompting them to prioritize quality and humanization, even when faced with operational efficiency considerations. In conclusion, a symbiotic and bidirectional association was confirmed, where transformational leadership not only forges the culture but also, in turn, guides and, at times, challenges leaders' actions, ensuring coherence with the institution's fundamental values.eng
