| dc.description.abstract | Interventory negotiation decisions are important insofar as it allows to manage, in an assertive and applied manner, the monitoring and control of contractors that enter into contracts with public entities and who incur in breaches of the obligations stipulated in them. The study focuses on the differences that exist in the decision making of expert auditors and those with less experience when there are breaches of contractual obligations by contractors. To carry out the study, the method of critical decisions was used and interviews were semi-structured interviews in succession in which the mind maps that the interveners will use when determining decisions in the operations carried out with the contractors were determined. Two sessions were held in which four interveners, two experts and two newbies were interviewed. In the same way, it will identify 63 decision points in which they can present differences between the interveners according to their experience. The results show that the main differences between experts and newbies lie in the cognitive analysis that each auditor performs against a negotiation task and their way of experiencing the social relations between the contractor and the contracting entity. Similarly, the gaps in the decision-making process prevent the less experienced auditor from reaching conclusive agreements that can resolve the conflict with the contractor. | spa |
| dc.description.abstract | Las decisiones de negociación en interventoría son importantes en la medida que permiten gestionar, de manera asertiva y aplicada, el seguimiento y control a los contratistas que celebran contratos con entidades públicas y que incurren en incumplimientos de las obligaciones estipuladas en ellos. El estudio se centra en las diferencias que existen en la toma de decisiones de interventores expertos y la de aquellos con menos experiencia cuando se presentan incumplimiento de las obligaciones contractuales por parte de los contratistas. Para realizar el estudio se empleó el método de decisiones críticas y se realizaron entrevistas semiestructuradas de manera sucesiva en las que se determinaron los mapas mentales que utilizaron los interventores al momento de tomar decisiones en las negociaciones realizadas con los contratistas. Se llevaron a cabo 12 sesiones en las que se entrevistó a cuatro interventores, dos expertos y dos novatos. De igual manera, se identificaron 63 puntos de decisión en los que se pueden presentar diferencias entre los interventores según su experiencia. Los resultados evidencian que las principales diferencias entre expertos y novatos radican esencialmente en el análisis cognitivo que cada interventor realiza frente a una tarea de negociación y su manera de experimentar las relaciones sociales entre el contratista y la entidad contratante. Asimismo, los vacíos en el proceso de toma de decisiones impiden que el interventor menos experimentado logre acuerdos concluyentes que permitan solucionar la situación de conflicto con el contratista. | spa |
