dc.description.abstract | El estudio tuvo como objetivo analizar la incidencia de la aplicación de la metodología de la norma ISO 31000:2018 en la evaluación del riesgo en un subconjunto de emprendimientos beneficiarios del programa Fondo Emprender – SENA. Se adoptó un enfoque metodológico basado en el estudio de caso múltiple, que incluyó ocho emprendimientos como unidades de análisis y la implementación del método de Juicio de expertos. El desarrollo metodológico se estructuró en tres fases, combinando técnicas cualitativas y cuantitativas orientadas al cumplimiento de objetivos específicos. En la primera fase se identificaron 19 riesgos, a partir de las entrevistas semiestructuradas y el análisis entre casos. Estos riesgos fueron clasificados según su afectación en los indicadores de condonación del programa. Posteriormente, mediante Juicio de expertos y articulando los resultados de la primera fase, se identificaron las causas subyacentes de estos riesgos, agrupadas en cuatro categorías: limitaciones en capacidades de los emprendedores, debilidades en el acompañamiento del personal de apoyo, fallas estructurales del programa y barreras del ecosistema emprendedor. También se reconocieron medidas de respuesta, tanto las adoptadas por los emprendedores, en las que se destaca la conformación de redes de apoyo, como las propuestas por expertos, centradas en la prevención mediante capacitación y mejoras operativas del programa. En la tercera fase, se jerarquizaron los riesgos considerando su probabilidad, impacto y relación con los indicadores del programa, destacando “Trámites normativos” como el más crítico. dc.description.abstract | The study aimed to analyze the incidence of applying the ISO 31000:2018 methodology on risk assessment in a subset of entrepreneurships supported by the program Fondo Emprender – SENA. A methodological approach based on a multiple case study was adopted, which included eight entrepreneurships as units of analysis and the implementation of the Expert Judgment method. The methodological development was structured in three phases, combining qualitative and quantitative techniques aimed at achieving specific objectives. In the first phase, 19 risks were identified based on the semi-structured interviews conducted and the cross-case analysis. These risks were classified according to their incidence on the program's condonation indicators. Subsequently, through expert judgment and articulating the results of the first phase, the underlying causes of these risks were identified, grouped into four categories: limitations in the entrepreneurs' capabilities, weaknesses in support staff support, structural flaws in the program, and barriers to the entrepreneurial ecosystem. Response measures were also identified, both those adopted by the entrepreneurs, highlighting the formation of informal support networks, and those proposed by experts, which focused on prevention through training and operational improvements to the program.
