dc.description.abstractLa competitividad es un concepto asociado al desempeño de las actividades de mercado de las empresas y los territorios, y ha sido adoptada como un enfoque de políticas públicas para el desarrollo, aunque académicamente existen discusiones sobre su claridad conceptual o utilidad práctica. Este trabajo expone algunos parámetros metodológicos para favorecer el desarrollo de políticas públicas locales de competitividad (PPLC) desde su formulación. El análisis se apoya en un proceso de reflexión teórica y en la observación analítica del desarrollo de las PPLC en una ciudad intermedia de la región andina de Colombia. Como resultado se resaltan tres parámetros fundamentales de formulación de PPCL asociados a su naturaleza, su alcance y la interacción entre sus actores.spa
dc.description.abstractCompetitiveness is a concept often associated with the performance of market activities of companies and territories, and although academically there have been discussions about its conceptual clarity or practical usefulness, it has been adopted as a public policy approach for development. This study highlights some methodological parameters to favor policymaking of local competitiveness public policies (LCPP) since its formulation phase. This analysis is based on both theoretical reflection and analytical observation of the development of LCPP in an intermediate city in the Andean region of Colombia. As a result, some fundamental LCPP formulation parameters associated with its nature, its scope and the interaction between its actors are highlighted.eng
