dc.description.abstractEl Índice Departamental de Innovación para Colombia – IDIC es un ejercicio de medición de las condiciones que promueven o restringen la innovación en el país, cuya estructura metodológica ha sido adaptada del Índice Global de Innovación – GII. Sin embargo, tomando como referente el estudio desarrollado por Sohn, Kim, & Jeon (2015), estos índices pueden omitir posibles relaciones estructurales entre los factores que intervienen en el desempeño innovador de los departamentos. En este trabajo de grado se plantea un modelo de ecuaciones estructurales (SEM) aplicando el método de mínimos cuadrados parciales (PLS). Utilizando los datos empíricos del IDIC 2019 se encontró que, los constructos de instituciones y capital humano e investigación guardan una relación (directa e indirecta) con la mayoría los pilares del IDIC, por lo que la focalización de intervenciones de política pública sobre estos factores tiene un efecto multiplicador en el fortalecimiento del ecosistema innovador de los departamentos de Colombia. dc.description.abstractThe Departmental Innovation Index for Colombia - IDIC is an exercise to measure the conditions that promote or restrict innovation in the country, whose methodological structure has been adapted from the Global Innovation Index - GII. However, taking as a reference the study developed by Sohn, Kim, & Jeon (2015), these indexes may omit possible structural relationships between the factors involved in the innovative performance of the departments. In this degree work, a structural equation model (SEM) is proposed by applying the partial least squares (PLS) method. Using the empirical data of the IDIC 2019, it was found that the constructs of institutions and human capital and research have a relationship (direct and indirect) with most of the IDIC pillars, so that the targeting of public policy interventions on these factors has a multiplier effect in strengthening the innovative ecosystem of the Colombian departments.eng
