Evaluación del nivel de madurez de la alineación de TI en el sector estatal en Colombia

dc.description.abstractLa alineación estratégica de TI busca conocer que tan cerca (o lejos) se encuentran la estrategia y los planes de negocio de la estrategia y los planes de TI. Para medir el tamaño de esta brecha, existen distintos modelos que pretenden conocer los factores y dinámicas de una alineación adecuada que contribuya a la mejora de los indicadores del negocio. Dadas las particularidades del Estado Colombiano (multisectorial), así como de la orientación a la práctica que deben tener los estudios de TI de acuerdo con los últimos estudios, el modelo de evaluación del nivel de madurez de la alineación de TI que se considera como el que mejor permite conocer las dinámicas y factores importantes en la alineación de entidades estatales, es el modelo de Jerry Luftman, el cual consiste en la medición de 39 atributos agrupados en 6 criterios, cuyos resultados para 23 entidades evaluadas son: Comunicaciones (3.27), Medición de la Competencia y Valor de las TI (3.22), Gobernanza (3.56), Asociación (3.77), Alcance & Arquitectura de TI (3.41), y Habilidades (2.82). Cada uno de estos atributos y criterios cuenta con un punto de vista de áreas de TI y de áreas no TI, lo que permite concluir que el nivel de madurez de alineación de TI en este estudio es de 3.34. Este resultado se compara con mediciones más robustas realizadas por el Gobierno (FURAG) y específicamente con la Política de Gobierno Digital, comparaciones que en algunos casos no son muy lejanas a los resultados obtenidos y que abren una discusión donde la alineación puede convertirse en uno de los principales elementos sobre el que se debería trabajar para lograr los objetivos de las políticas, planes y programas propuestos, pero sobre todo para la generación de verdadero valor público. Finalmente, se proponen algunas recomendaciones sobre el estudio realizado, las comparaciones y discusiones realizadas, así como sobre aspectos que podrían mejorar el aporte que desde la academia se puedan realizar por medio de trabajos de aplicación práctica como el desarrollado en este documento. dc.description.abstractIT strategic alignment seeks to know how close (or far) the strategy and business plans of the IT strategy and plans are. To measure the size of this gap, there are different models that aim to know the factors and dynamics of an adequate alignment that contributes to the improvement of business indicators. Given the particularities of the Colombian State (multisectoral), as well as the attainability that IT studies must have; the best model for evaluating the level of maturity of the IT alignment since is one that best allows to know the dynamics and important factors of state entities is the Jerry Luftman's model. This model consists of the measurement of 39 attributes grouped into 6 criteria, whose results for 23 entities evaluated are: Communications (3.27), Measurement of Competence and Value of IT (3.22), Governance (3.56), Partnership (3.77), Scope & IT Architecture (3.41), and Skills (2.82). Each of these attributes and criteria counts with a point of view for the IT and no TI areas, allowing us to conclude that the level of IT alignment maturity in this study is 3.34. This result is compared with more robust measurements carried out by the Goverment (FURAG) and specifically with the Digital Government Policy; comparison that in this case is not very far from the results obtained, opening a discussion where alignment can become one of the main elements on which work should be done to achieve the objectives of the proposed policies, plans and programs, but above all for the generation of true public value. Finally, some recommendations are proposed on the study carried out, the comparisons and discussions carried out, as well as on aspects that could improve the contribution that the academy can make through works of practical application such as the one developed in this document.eng
