Resumen: Este documento pretende realizar una evaluación de la gestión efectuada por la Secretaria Distrital de Desarrollo – SDDE, frente al proyecto de inversión 716 “fortalecimiento de las iniciativas de emprendimiento”, en su meta específica “apoyar emprendedores de la economía popular con el fin de consolidarlos y darles herramientas para su sostenibilidad en el tiempo; para esto buscó identificar cuáles fueron los elementos claves de la política pública y de la estrategia que orientó la gestión de la Secretaria en esta materia, así mismo, indagó sobre cuáles fueron las acciones que materializaron su gestión y que buscaron dar respuesta en términos de producto a la visión del gobernante, por último, pretendió tener un acercamiento con los beneficiarios de esta acción pública para conocer sus percepciones acerca del resultado de la intervención; todo la anterior para finalmente presentar un proceso de evaluación que dé cuenta de la relación entre la política, la gestión y el resultado en el marco de la meta en mención.
Abstract. This document hopes to make an assessment of the management carried out by the District Secretary of Development - SDDE, who heads the investment project 716 "Strengthening of the Entrepreneurship Initiatives" in its specific goal "to support entrepreneurs of the popular economy in order to consolidate them and give them tools for their sustainability over time". For this purpose, it was sought to identify what were the key elements of the public policy and of the strategy which guided the management of the Secretary in this matter. Likewise, it was investigated as to what were the actions which actualized their management, and which sought to answer to the vision of the ruler in terms of product. Finally, it was expected to have a rapprochement between the beneficiaries of this public action in order to learn their perceptions regarding the result of the intervention. All of the former, is to finally present an evaluation process which gives account of the relationship between the policy, the management, and the result in the framework of the goal in reference.
