| dc.description.abstract | Esta investigación se centró en el debate sobre la "Global Water Governance" y el creciente papel del sector privado en la gestión de los servicios de acueducto, con un enfoque específico en Barranquilla y Cartagena entre 2013 y 2018. El estudio examinó cómo las interacciones en la red de gobernanza multinivel impactaron la capacidad de las organizaciones sociales locales, especialmente las Juntas de Acción Comunal (JAC), para influir en la administración y operación de los servicios de agua. La revisión teórica cuestionó la visión liberal tradicional de la gobernanza multinivel, resaltando cómo la privatización invisibiliza jerarquías y favorece la desterritorialización del capital. La investigación concluyó que, aunque las JAC juegan un papel crucial en la articulación de demandas comunitarias, su influencia es limitada por barreras estructurales y mecanismos opacos de las concesiones transnacionales. Metodológicamente, se utilizó un análisis mixto, que incluyó scraping de datos textuales, análisis de redes sociales (SNA), modelado de temas (LDA) y codificación conceptual, para mapear las interacciones entre actores locales y transnacionales. Los resultados revelaron la subordinación de las JAC frente a empresas como Triple A y Aguas de Barcelona, debido a la falta de recursos, la opacidad contractual y el predominio de intereses corporativos. Las diferencias contextuales entre Cartagena y Barranquilla mostraron una mayor movilización comunitaria en Cartagena ante la marginalización económica, mientras que en Barranquilla el enfoque se centró en problemas de infraestructura. | dc.description.abstract | This research focused on the debate around "Global Water Governance" and the growing role of the private sector in the management of water services, with a specific focus on Barranquilla and Cartagena from 2013 to 2018. The study examined how interactions within the multi-level governance network affected the capacity of local social organizations, particularly the Community Action Boards (JAC), to influence the administration and operation of water services. The theoretical review challenged the traditional liberal view of multi-level governance, highlighting how privatization makes hierarchies invisible and favors the deterritorialization of capital. The research concluded that, although the JACs play a crucial role in articulating community demands, their influence is limited by structural barriers and the opaque mechanisms of transnational concessions. Methodologically, a mixed analysis was used, including data scraping, social network analysis (SNA), topic modeling (LDA), and conceptual coding, to map the interactions between local and transnational actors. The results revealed the subordination of the JACs to companies such as Triple A and Aguas de Barcelona due to a lack of resources, contractual opacity, and the predominance of corporate interests. Contextual differences between Cartagena and Barranquilla showed greater community mobilization in Cartagena in response to economic marginalization, while in Barranquilla, the focus was on infrastructure issues. | dc.description.methods | La fase cuantitativa recoge grandes volúmenes de texto mediante web‑scraping, crawling y APIs (Google, GNews, Twitter) y los procesa con técnicas de NLP (tokenización, lematización, TF‑IDF, LDA, NMF, reconocimiento de entidades nombradas). A partir de estos datos se construyen redes de co‑ocurrencia y se aplica análisis de redes sociales (SNA) para mapear nodos (actores, organizaciones) y enlaces (interacciones), calculando métricas de centralidad y estructura global.
