Urban form, mobility and sustainability: A macroscopic prospective spatial analysis for road traffic safety planning in Medellin, Colombia

dc.description.abstractRoad traffic safety has been largely researched in purely engineering terms, in that sense, the micro level approaches have defined most of the intervention strategies. The disintegrative vision that has worked for knowledge development in some engineering issues has led to the assumptions that collisions are best explained in the immediate physical environment, usually just in terms of infrastructure offer and operational conditions, not beyond an intersection or a road link, this is especially true and relevant in the global south or the developing world and the city of Medellín is a clear example of it. From that context comes the need for proactive approaches and for road traffic safety to be considered and included in the planning processes of the city. This research thesis aims at exploring the potential for urban form to be the framework of reference for successful city-wide road traffic safety proactive planning and the objectives can be summarized as identifying the best approaches for that matter while performing prospective spatial/numerical analysis linking urban form with collision patterns. Integrating different approaches from urban planning, development studies, engineering and design and using concepts ranging from resilience to governance through Systemic Thinking concepts and processes and based on the Sustainable Development Goals and the VisionZero goal, several discussions and analysis are developed and an integrative framework for decision-making supported in policy and data-based with full urban coverage is presented as the result. Such results are also presented in easy interpretation Medellín maps, tables and graphs for different stakeholders to find the information useful.spa
dc.description.abstractLa seguridad vial se ha investigado en gran medida en términos puramente de ingeniería, en ese sentido, los enfoques a nivel micro han definido la mayoría de las estrategias de intervención. La visión desintegradora que ha funcionado para el desarrollo del conocimiento en algunas cuestiones de ingeniería ha llevado a suponer que la accidentalidad se explica mejor en el entorno físico inmediato, generalmente solo en términos de oferta de infraestructura y condiciones operativas, no más allá de una intersección o una vía urbana, esto es especialmente cierto y relevante en el sur global o en el mundo en desarrollo y la ciudad de Medellín es un claro ejemplo de ello. De ese contexto surge la necesidad de enfoques proactivos y de que la seguridad vial se considere e incluya en los procesos de planificación de la ciudad. Esta tesis de investigación tiene como objetivo explorar el potencial de la forma urbana para ser el marco de referencia para una planificación proactiva exitosa de la seguridad vial en toda la ciudad como un asunto unificado y los objetivos se pueden resumir como identificar los mejores enfoques para ese tema al mismo tiempo que se realizan análisis espaciales y numéricos prospectivos vinculando la forma de la ciudad con los patrones de colisión. Integrando diferentes aproximaciones de planificación urbana, estudios de desarrollo, ingeniería y diseño y haciendo uso de conceptos que van desde la resiliencia hasta la gobernanza a través de los conceptos y procesos de Pensamiento Sistémico y basados en los Objetivos de Desarrollo Sostenible y el objetivo de Visión Cero, se desarrollan varias discusiones y análisis y, como resultado, se presenta un marco integrador para la toma de decisiones respaldado en políticas y basado en datos con cobertura urbana completa. Dichos resultados también se presentan en mapas, tablas y gráficos de Medellín de fácil interpretación para que diferentes partes interesadas encuentren útil la información.spa
