dc.description.abstractThis document contains the characterization of the success factors for the implementation of an Institutional Intelligence system in the Office of the Vice-chancellor of Investigation for Research of the National University of Colombia. It is based on the importance of these systems to improve decision making, strategic management and operational management. Using Checkland's soft systems methodology together with a transversal case study strategy and a qualitative research approach; In the first instance, organizational, social and technical factors were identified and characterized through a systematic review of the literature. Subsequently, through the analysis of interviews and surveys carried out in the Vice-Rectory, the characterization of the factors identified in the literature was contrasted with the status of said factors in the case study. Thus establishing the gaps between an ideal situation and the reality of the case. As a result, the respective findings, improvement actions and recommendations for the following subfactors were obtained: Alignment of the strategy, IT Association, Education, Requirements and Policies, Administration and Leadership, Technical preparation, Source of data and information, Culture of the engineering of the decision process, Culture around the information user and Culture of continuous process improvement.spa
dc.description.abstractEl presente documento contiene la caracterización de los factores de éxito para la implementación de un sistema de Inteligencia Institucional en la Vicerrectoría de Investigación de la Universidad Nacional de Colombia. La importancia que tienen estos sistemas para mejorar la toma de decisiones, la gestión estratégica y la gestión operativa es el punto inicial de esta investigación. En primera instancia, usando la metodología de sistemas suaves de Checkland, una estrategia transversal de estudio de caso y un enfoque de investigación cualitativo, se identifican y caracterizan los factores organizacionales, sociales y técnicos mediante la revisión sistemática de la literatura. Posteriormente, a través del análisis de entrevistas y encuestas realizadas en la Vicerrectoría, se contrasta la caracterización de los factores identificados en la literatura con el estado de dichos factores en el estudio de caso; estableciendo de esta forma las brechas entre una situación ideal y la realidad del caso. Como resultado se obtuvieron los respectivos hallazgos, acciones de mejora y recomendaciones para los siguientes subfactores: alineación de la estrategia, asociación TI, políticas y requisitos educativos, administración y liderazgo, preparación técnica, fuente de datos e información, cultura de la ingeniería del proceso de decisión, cultura en torno al usuario de la información y cultura de mejora continua de procesos.spa
