Construcción de un Índice de Resiliencia Urbana frente a la variabilidad y el cambio climático. Caso de Estudio: Medellín

dc.description.abstractLos riesgos climáticos a los que se enfrentan las ciudades son cada vez mayores. Frente a estos existe la necesidad de construir nuevas herramientas que permitan incrementar la capacidad de las ciudades para sobreponerlos y disminuir su vulnerabilidad. La resiliencia urbana, entendida como la capacidad de los sistemas sociales, económicos y ambientales para hacer frente a un evento o una tendencia peligrosa, responder o reorganizarse de manera que mantengan su función esencial, identidad y estructura, al mismo tiempo que mantiene la capacidad de adaptación, aprendizaje y transformación (IPCC, 2014), incide en la vulnerabilidad de las ciudades. Para su medición se han empleado índices compuestos que se han establecido como herramientas útiles que permiten incorporar el cambio climático y la variabilidad climática en la planificación de las ciudades. En el presente estudio se construye un índice de resiliencia urbana (IRU) frente a la variabilidad y el cambio climático adaptado a las características propias de la ciudad de Medellín. Para su estimación se evaluaron 28 variables contenidas en cinco dimensiones, normalizadas y agregadas en el índice a partir del método participativo de panel de expertos, mediante el cual se asignaron ponderaciones tanto a las dimensiones como a las variables a agregar dentro del índice. Se definió una escala de puntuación entre 0 y 100, obteniendo como resultado una calificación media (45,5%) para la ciudad. Respecto a los resultados de la medición de cada una de las dimensiones, las que obtuvieron un puntaje más alto fueron: Institucional/gobernanza, ambiental y económica, siendo las dimensiones social y física las de puntajes más bajos. A partir de este resultado es posible identificar las fortalezas y debilidades de la ciudad respecto a su resiliencia urbana, que le permitan hacer frente a los riesgos asociados a la variabilidad y cambio climático, así como las oportunidades para que los planificadores y tomadores de decisiones dirijan sus esfuerzos para incrementar la resiliencia de la ciudad. dc.description.abstractThe climatic risks that cities face are increasing, and thus, there is a need to build new tools that increase their capacity to deal with these risks and reduce their vulnerability. Urban resilience is understood as the ability of social, economic and environmental systems to cope with a dangerous event or trend, respond or reorganize, such that they maintain their essential function, identity, and structure while maintaining the adaptability, learning, and transformation (IPCC, 2014), affects the vulnerability of cities. For the urban resilience measurement, composite indices have been used, as useful tools to incorporate climate change and climate vulnerability in city planning. In the present study, an urban resilience index (URI) is constructed to cope with variability and climate change for the city of Medellin; for its estimation, 28 variables were evaluated, contained in five dimensions. The selected variables were normalized and added to the index based on the participatory panel expert method, by which weights were assigned to both the dimensions and the variables to be added within the index. A scale of 0 to 100 was defined, resulting in an average rating (45,5%) for the city. Regarding the results of the measurement of each of the dimensions, the ones that obtained a higher score were Institutional/governance, environmental and economic, with the social and physical dimensions being those with the lowest scores. From this result, it is possible to identify the strengths and weaknesses of the city to face the impacts of climate change and climate variability, as well as the opportunities for planners and decision-makers to direct their efforts to increase the resilience of the cityeng
