Resumen
El presente trabajo plantea una discusión sobre la forma en que la política y fiscal y los derechos humanos pueden complementarse. Se defiende que un enfoque integrado entre ambas perspectivas puede contribuir a una defensa más eficaz de los derechos, a un mejor desarrollo de las diferentes etapas del ciclo presupuestal, a la buena marcha de las finanzas públicas y a resolver los dilemas de justicia distributiva que una sociedad enfrenta en la asignación de recursos públicos. El documento se divide en tres capítulos. El primero analiza la relación entre presupuesto y derechos humanos, y plantea los problemas de justicia distributiva inmersos en dicha relación. El segundo tiene como objetivo evaluar las iniciativas, tanto judiciales como no-judiciales, por las que se ha buscado hacer más armónica la relación entre presupuesto y derechos humanos a nivel internacional y en Colombia. Por último, en el tercer capítulo, se proponen agendas institucionales concretas para continuar estrechando los vínculos entre presupuesto y derechos humanos. (texto tomado de la fuente)
Abstract
This paper presents a discussion about how the fiscal policy and human rights can complement each other. I argue that an integrated approach between the two perspectives can contribute to more effective advocacy, to better development of the different stages of the budget cycle, to build healthier public finances and resolve the dilemmas of distributive justice that a society faces in the allocation of public resources. The document is divided into three chapters. The first examines the relationship between budget and human rights, and raises issues of distributive justice involved in that relationship. The second evaluates both initiatives, judicial and non - judicial, by which it has sought to more harmonious relationship between budget and human rights at international level and in Colombia. Finally, in the third chapter, specific agendas to further strengthen the links between human rights and budget are proposed.
