Megaproyectos, movimiento y organización indígena en la Sierra Nevada de Santa Marta: el caso de la iniciativa de Embalse de Besotes

Resumen
Esta tesis describe y analiza las acciones del pueblo indígena iku (wintukúa o arhuaco) frente a la iniciativa de Embalse Multipropósito de Besotes, la cual a pesar de encontrarse actualmente detenida; ha planteado un conflicto territorial, que ha hecho evidente y ha puesto a prueba la identidad étnica iku, así como la territorialidad que éste pueblo busca ejercer en el territorio de la Sierra Nevada de Santa Marta. Las acciones y los eventos que se dieron con relación a la iniciativa del embalse se analizan dentro de una dinámica particular de organización y movilización, que se asocia con el desarrollo de otros megaproyectos en la Sierra Nevada de Santa Marta. Esta dinámica es entendida y descrita a partir de la revisión de la historia y de las reivindicaciones de las organizaciones de la Sierra y del movimiento indígena, el cual se ve como un movimiento social por actuar en un contexto o contextos de conflicto, buscando la trasformación de situaciones de dominio, opresión o discriminación y el acceso, reconocimiento y garantía de derechos asociados a la identidad étnica.
Abstract. This thesis describes and analyzes the actions of ikus (wintukúa or arhuaco) against Besotes´s Multipurpose reservoir project, which has posed a territorial conflict, where the ikus´ ethnic identity has become evident, and has been tested, as also has been the territoriality that this indigenous group seeks to exercise in the territory of the Sierra Nevada de Santa Marta. The actions and events that occurred in relation to Besotes´s reservoir project are analyzed within a particular organization and mobilization´s dynamic, which is associated with the development of other megaprojects in the Sierra Nevada de Santa Marta. This dynamic is understood and described based on a review of the history and claims of organizations and the indigenous movement, which is seen as a social movement because of its actions in a conflictive context, seeking the transformation of domination, oppression and discrimination situations, and the access, recognition or guarantee of rights associated with an ethnic identity.
