Resumen
El problema de la vivienda en Colombia, particularmente el déficit estructural que afecta a la denominada vivienda social, ha sido objeto de intervención por parte del Estado. Aunque las políticas implementadas han incidido en la evolución del problema, su solución está lejos de alcanzarse debido a los factores políticos, económicos, sociales y culturales asociados al mismo. La tesis propone una breve revisión de las formas de interpretación y la evolución de la actuación estatal frente a dicho asunto. Igualmente, a través del análisis de dos proyectos de vivienda social en Bogotá, se observa cómo la discusión sobre la calidad del espacio urbano residencial, ha estado subordinada al interés de satisfacer la necesidad de vivienda bajo criterios de mínimo vital.
Abstract. The problem of housing in Colombia, especially the structural deficit in social housing, has been object of intervention by the Estate. Although the public policies have influenced the evolution of the problem, their solution is distant because the political, economic, social and cultural issues associated with it. This thesis proposes a brief reflection about the ways of understanding and the changes of the estate action in this topic. Through the analysis of two social housing projects in Bogota, it is possible conclude that the discussion about quality in residential urban space, has been subordinate to the interest of settle the need under minimum vital standards.
