Resumen
Este trabajo plantea reflexiones sobre el diseño, implementación y seguimiento de las políticas públicas de mujer y género en Medellín, ciudad que cuenta con una Secretaría de las Mujeres. Se sigue la evolución en décadas recientes de los modelos de Estado y de políticas públicas vigentes en América Latina, así como los antecedentes que condujeron a la institucionalización de las políticas públicas de mujer y género en América Latina. El trabajo narra las condiciones que permitieron la creación inicial de la Secretaría de Metromujer, y analiza sus limitaciones, así como el proceso que finalmente condujo a la creación de la Secretaría de las Mujeres en 2007. Después de presentar algunas características de dicha Secretaría, se detallan los desafíos de cara al futuro, a fin de afianzar la institucionalización y la sostenibilidad en el tiempo.
Abstract: This paper reflects on the design, implementation and follow-up of public policies on women and gender in Medellín, a city where there is a Women’s Secretariat. It shows the evolution in recent decades of current models for the State and public policy in Latin America, as well as the background for the institutionalization of public policies on women and gender. It narrates the conditions which allowed for the creation of the Metrowoman Secretariat, analyzing its limitations as well as the process which finally led to the creation of the Women’s Secretariat in 2007. After showing some characteristics of the Secretariat, it details future challenges to strengthen the institutionalization and sustainability over time.
