Resumen
El objetivo del trabajo fue proponer una metodología para diseñar estrategias orientadas al desarrollo de la flexibilidad operacional en PYMEs del sector calzado en Bogotá. La investigación fue de tipo cualitativo descriptivo con metodología de estudio de caso y observaciones de campo. Se estudiaron 13 empresas del sector calzado en Bogotá (8 independientes y 5 del cluster de cuero, calzado y marroquinería de la Cámara de Comercio de Bogotá). Se encontró que las dimensiones de flexibilidad a desarrollar en el sector son: de proceso ó mezcla, en volumen, de producto (tanto modificación de diseños existentes como nuevos diseños) y la de mano de obra. Se proponen indicadores para monitorear el desempeño y desarrollo de cada una de las dimensiones de flexibilidad. También se propone una metodología que consideró las condiciones particulares del sector e incluye en su estructura un ciclo de mejora basado en el ciclo de Deming
Abstract The objective was to propose a methodology to design aimed at developing operational flexibility strategies in SMEs in the footwear industry in Bogota. The research was descriptive qualitative with case study methodology and field observations. 13 companies in the footwear sector in Bogotá (8 independent and 5 of cluster leather, footwear and leather goods of the Commerce Chamber of Bogota) were studied. It was found that the dimensions of flexibility to develop in the sector are: mixing (process), volume, product (both modifying existing designs and new designs) and labor. Indicators are proposed to monitor the performance and development of each of the dimensions of flexibility. A methodology that considered the particular conditions in the industry and includes in its structure a cycle of improvement based on the Deming cycle is also proposed.
