Los mitos sobre la privatización de los sistemas de pensiones en América Latina. Con un estudio de caso sobre Colombia

Abstract

La privatización de los sistemas de pensiones en América Latina ha despertado las más agudas discusiones por los argumentos previos a las reformas y por sus posteriores resultados. El marco argumental en que se basaron estuvo rodeado de mitos que anunciaban beneficios que arguyeron las instituciones financieras internacionales en cabeza del Banco Mundial, y que muy pronto fueron desenmascaradas por diferentes autores de esta situación, y que aún hoy son tema de debate. Éste trabajo se propone hacer una revisión de dichos temas y presenta una evaluación de algunos de sus resultados vistos en Latinoamérica y particularmente en Colombia. Algunos estudios han revelado el nivel tan bajo de la cobertura del sistema de pensiones en los países de la región, convirtiéndose esto en la prueba del incumplimiento de las promesas de la privatización. The privatization of the systems of pensions in Latin America has wakened the sharpest discussions for the previous arguments to the reformations and because of its later results. The argumentation was surrounded of myths that announced benefits that the financial international institutions argued in head of the World Bank that very soon were exposed by different authors and still are debate topic. This work intends to make a revision of this dogmas and it presents an evaluation to some of its results in the region and particularly in Colombia. The study reveals that the low level in the coverage and the efficiency of the system of pensions in the countries of the region is proof of the results of the privatization.
