Los efectos de las Operaciones Estratégicas en el desarrollo urbanístico de Bogotá (1997-2012): el caso de la Operación estratégica Fontibón- Aeropuerto El Dorado

Abstract

La investigación se enmarca en objetivos y proyectos de las Operaciones Estratégicas, dentro de zonas geográficas definidas por los planes de desarrollo y del Plan de ordenamiento territorial de la ciudad de Bogotá, especialmente la Operación Estratégica Aeropuerto y su entorno. La investigación tiene sus inicios en el año 1997 cuando se implementa la ley 388 de Reforma Urbana de ordenamiento territorial que define y justifica el actuar de las Operaciones Estratégicas y en Plan de Ordenamiento Territorial donde se determina el marco de las mismas. El análisis en la investigación es revisar los instrumentos de planeación y las estrategias utilizadas en las Operaciones en general para establecer un orden en las decisiones de intervención urbana en el caso específico del entorno de la Operación Estratégica Aeropuerto, las cuales están enfocadas en cumplir con la misión, los objetivos y la orientación de las operaciones que confluyen positivamente en la organización de recursos para el desarrollo de la ciudad y en el sector de su entorno.

Abstract. The research is framed in strategic operations objectives and projects, within geographical areas defined by the development plans and the city planning plan of the city of Bogotá, especially the Strategic Operation Airport and its surroundings. The investigation has its beginnings in the year 1997, when it is implemented the law 388 of Urban Reform of territorial ordering that defines and justifies the action of the Strategic Operations and in the Plan of Territorial Ordering where the frame of the same ones is determined. The analysis of the research is to review the planning instruments and the strategies used in the operations in general to establish an order in the decisions of urban intervention in the specific case of the environment of the Strategic Operation Airport, which are focused on complying with The mission, the objectives and the orientation of the operations that converge positively in the organization of resources for the development of the city and in the sector of its surroundings.
