Entre el Concejo y el vecino: correspondencia y peticiones sobre las condiciones urbanas en Bogotá (1919-1929)

Abstract

Este trabajo busca comprender las transformaciones físicas y administrativas de la ciudad de Bogotá en la década de 1920 a partir de la voz de sus habitantes y de las organizaciones comunitarias y civiles, documentada en la correspondencia del Concejo Municipal. En la medida que se centra en las solicitudes de la población, la investigación se diferencia de otros estudios de la historia urbana, y busca comprender la relación entre lo público y lo civil, en un momento en que Bogotá pasa por fuertes transformaciones urbanas y administrativas. La investigación fue conducida a partir de la lectura y análisis de un extenso archivo de cartas enviadas al Concejo Municipal en ese periodo, así como de la elaboración de planos donde fueron situadas las múltiples solicitudes de acuerdo al sector a que se referían. En esta tesis se debate el papel que tuvieron los habitantes de los diferentes barrios de la ciudad en la creación de una agenda pública en el periodo de estudio, qué herramientas y argumentos tenían para presionar las decisiones del Concejo, y cómo se transformó la noción de responsabilidad, y las maneras de entender el espacio urbano y sus agentes. Finalmente, a partir de estas mismas cartas fue posible comprender las distintas figuras para identificación, formas de asociación y de agremiación de los habitantes, en función de sus necesidades y de acuerdo a su organización ciudadana y política.

Abstract. This thesis seeks to understand the physical and administrative transformations of the city of Bogotá during the 1920s based upon the voice of its inhabitants and of its community and civil organizations, as documented in the correspondence of the Concejo Municipal (City Council). In so doing it differs from the usual urban studies approach. The investigation focuses on the relationship between the notions of public and civil, in a moment in which Bogotá sustains drastic urban and administrative transformations. It was conducted through examination and analysis of an extensive archive of letters sent to the Concejo Municipal in this period, as well as the elaboration of plans in which the multiple petitions are situated according to the place to which they referred. This thesis discusses the role of the inhabitants of different neighborhoods in the development of a public agenda in the studied period. Also it investigates which tools and arguments did they have at hand to influence the Concejo’s decisions. Finally, the change in the notion of responsibility as well as the understandings of urban space and its actors. It was also possible, based upon these letters, to comprehend the inhabitants’ distinct ways to identify and associate themselves, according to their demands and political and civil organization.
