Resumen
Uno de los problemas en el sector salud colombiano son los problemas financieros que existen en las IPS. Por lo tanto, esta investigación buscó identificar los efectos del giro directo del régimen subsidiado en los hospitales públicos de Bogotá para superar estas limitaciones. Esto se realizó a través de una evaluación de resultados, analizando indicadores financieros y de calidad. Adicionalmente, se realizó una encuesta semi-estructurada para conocer la percepción de los actores sobre esta medida de política. De acuerdo con los resultados encontrados en esta tesis, se logró identificar que el giro directo si ha contribuido a agilizar el flujo de los recursos hacia la red prestadora de servicios de salud y a mejorar los indicadores financieros de las IPS objeto de este estudio.
Abstract. One of the problems in the Colombian health sector is the financial problems that exist in the hospitals. Therefore, this research sought to identify the effects of the “Giro Directo” of the subsidized system in the public hospitals of Bogota to overcome these limitations. This was done through an evaluation of results, analyzing financial and quality indicators. Additionally, a semi-structured survey is carried out to know the actors' perception of this policy measure. According to the results found in this thesis it was possible to identify that the “Giro Directo” has contributed to streamline the flow of resources towards the network providing health services and an improvement of the financial indicators of the IPS of this study.
