Estrategia para la gestión eficiente de los recursos energéticos en la Universidad Nacional de Colombia - Sede Bogotá

Resumen
El presente trabajo final de maestría se enmarca en el tema de gestión energética, enfocado al caso de la Universidad Nacional de Colombia – Sede Bogotá. Se fundamenta teóricamente en la Gestión de calidad y la Estrategia en las organizaciones, apoyado en los modelos de gestión propuestos por la ISO sobre gestión eficiente de la energía. A través de una revisión bibliográfica que sustenta la pertinencia de la investigación, y un proceso metodológico de trabajo de campo, con la ejecución de encuestas a la comunidad universitaria, la inspección mediante observación directa en cada uno de los edificios del campus y la consulta de expertos en el tema de gestión, se logra proponer una estrategia para la gestión eficiente de los recursos energéticos en el campus, basada entre otras cosas en el ciclo Planear, Hacer, Verificar y Actuar (Deming, 1989); con énfasis en el uso de fuentes alternativas o renovables de energía, implementación de sistemas de control y automatización de las redes, fortalecimiento de las actividades de comunicación, formación y capacitación de la comunidad universitaria, y las buenas prácticas para el uso eficiente de los recursos energéticos en el campus. Finalmente, se presentan algunas herramientas de apoyo para el control de los resultados del sistema y la identificación de comportamientos anormales en el consumo de energía, que permitirán hacer un monitoreo continuo de los logros e identificar oportunidades de mejora. La propuesta estratégica busca alinear los planes de acción y las actividades para la gestión eficiente de los recursos energéticos y a futuro lograr la auto sostenibilidad del campus, que traerá beneficios económicos por la reducción de los costos por el consumo de energía, ambientales porque se reducen las emisiones de gases de efecto invernadero y sociales porque se genera una identidad en la comunidad universitaria alrededor del sistema de gestión eficiente de la energía.
Abstract: The present master’s degree final project falls within the energy management subject, and it is focused on the case of the Universidad Nacional de Colombia – Sede Bogotá (National University of Colombia – Bogotá Section). It is theoretically based on the Quality management and the Strategy of the organizations, and supported by the management models proposed by ISO on efficient energy management. Through a bibliographic review, which supports the relevance of this research, a fieldwork methodological process, along with surveys made to the university community, inspection through direct observation in each of the buildings of the campus, and expert consultation on management, it is possible to propose a strategy to effectively managing energetic resources on the campus, based on the Plan, Do, Check and Act cycle (Deming, 1989). This is made with an emphasis on the use of alternative or renewable energy sources, implementation of control and automation of networks, enhancement of communication and training activities of the university community, and good practices for the efficient use of energy resources in the campus. Finally, some support tools regarding the monitoring of the system’s results and the identification of the abnormal behaviors in the energy consumption are presented. This will allow constantly monitoring achievements and identifying opportunities for improvement. This strategic proposal seeks to align the action plans and activities to efficiently managing energy resources, to achieve self-sustainability in the campus, which will offer economic benefits because the energy consumption cost will be reduced; environmental benefits because the emissions of greenhouse gases will be reduced; and social benefits because an identity related to the efficient energy management will be generated within the university community.
