Reforma agraria y poder estatal: el desarrollo y declive de las capacidades infraestructurales en el sector agropecuario (1958-1980)

Resumen
En esta investigación analizo la manera como la reforma agraria estuvo asociada con el fortalecimiento del poder infraestructural del Estado en lo que respecta a la formación de burocracias y tecnocracias en el sector agropecuario. Muestro además que la conformación de un personal técnico y cualificado condujo a una mejoría en el desempeño de la institucionalidad agraria expresada en tres aspectos cruciales para la construcción estatal: la producción de información y la ampliación del alcance regulatorio tanto a nuevas regiones (alcance territorial), como a los grupos sociales más vulnerables del campo (alcance social). Por último describo el modo en que el proceso de modernización de la institucionalidad agraria sufrió un retroceso a finales del Frente Nacional y explico la relación que esto tuvo con el acuerdo de Chicoral y el quiebre de la coalición que respaldada el proceso reformista.
Abstract: This research analyzes the way in which Colombia’s agrarian reform was associated with the strengthening of the infrastructural power of the state, in particular with the formation of bureaucracies and technocracies in the agricultural sector. It also shows that the creation of a technical and qualified staff led to an improvement in the performance of the agrarian institutionality expressed in three crucial aspects for the state construction: the production of information and the extension of the regulatory scope to new regions (territorial scope), as well as to the most vulnerable social groups in rural areas (social scope). Finally, it describes the way in which the process of modernization of agrarian institutions underwent a setback at the end of the National Front and explains the relationship that this had with the Chicoral agreement and the breakdown of the coalition that supported the reform process.
