La trasformación estado – territorio en la escala urbana : Propuesta metodológica de un enfoque crítico de la gobernanza urbana. Medellín 2001-2015

El proceso transformación del Estado y el hecho de la transformación territorial a escala urbana, ambos en un contexto de globalización; no sólo pueden entenderse desde las dinámicas e influencias en la escala global. En la escala local, la gobernanza urbana ha sido un enfoque pertinente para analizar ambos procesos, en la medida que estos tienen una estrecha relación con las disputas y acuerdos entre diferentes actores sociales. Con la evidencia de una carencia metodológica en los estudios dedicados a la revisión de los mencionados procesos y del análisis de la gobernanza en el contexto latinoamericano, este trabajo propone, inicialmente, una justificación teórica de una dimensión de análisis compuesta por las variables institucional y territorial, como forma de abordaje propia de ambos problemas en el ámbito urbano, desde un enfoque crítico de la gobernanza urbana. Posteriormente se propone una ruta metodológica, de acuerdo a los alcances de la justificación anterior, donde cobra principal importancia el referente empírico institucional; y finalmente, se aplica la metodología propuesta al caso de la ciudad de Medellín, Colombia, en el periodo de 2001 a 2015. En la realización de este trabajo se lograron identificar tres momentos de la transformación institucional-territorial de la ciudad: el primero, un proceso de modernización, acorde a los hitos normativos identificados; el segundo, un momento de fortalecimiento del orden central y un aprestamiento institucional para una estrategia de urbanismo social; y, finalmente, un proceso de cambio de paradigma de intervención, con la aplicación de los principios del gobierno corporativo
Abstract: The process of transformation of the State and the fact of territorial transformation in the urban scale, both in a context of globalization; they can not only be understood from the dynamics and influences on the global scale. At the local level, urban governance has been a relevant approach to analyze both processes, as they are closely related to disputes and agreements between different social actors. With the evidence of a methodological lack in the studies dedicated to the review of the aforementioned processes and the analysis of governance in the Latin American context, this work proposes, initially, a theoretical justification of an analysis dimension composed of institutional and territorial variables, as a way of approaching both problems in the urban sphere, from a critical approach to urban governance. Subsequently, a methodological route is proposed, according to the scope of the previous justification, where the empirical institutional reference takes on major importance; and finally, the proposed methodology is applied to the case of the city of Medellín, Colombia, in the period from 2001 to 2015. In carrying out this work, three moments of the institutional-territorial transformation of the city were identified: the first, a process of modernization, in accordance with the identified normative milestones; the second, a moment of strengthening the central order and an institutional readiness for a strategy of social urbanism; and, finally, a process of change of paradigm of intervention, with the application of the principles of corporate governance
