Mejoramiento integral de barrios y derecho a la ciudad: el caso de estudio del programa Sur con Bogotá y el área prioritaria de intervención Lucero

Abstract

El proceso de rápida urbanización y crecimiento de la ciudad informal que empezó desde mediados del siglo pasado es un proceso imparable. Es por esto, que el debate dentro de la ciudad no puede ser indiferente al tema, razón por la que este trabajo profundizará en las acciones ejecutadas por el primer Plan de Ordenamiento Territorial de la ciudad de Bogotá (POT), entre el año 2000 y 2016, las cuales han buscado mejorar las condiciones de vida de las comunidades que habitan barrios de origen informal. Se evaluarán dos programas de mejoramiento integral de barrios, ejecutados en las localidades de Ciudad Bolívar y Rafael Uribe. Finalmente, y en la misma línea de análisis, se buscará entender las razones por las que esos programas han perpetuado la segregación y mantenido la ciudad heterotópica allí dentro.

Abstract: The quick urbanization and growth of the informal city that began from the middle of the last century is an unstoppable process. This is why the discussion within the city cannot be indifferent to the topic, reason why this work will deepen the actions carried out by the first POT of the city of Bogotá, between the years 2000 and 2016, which have sought to improve the living conditions of communities in slums. Two programs will be evaluated, executed in the neighborhoods of Ciudad Bolívar and Rafael Uribe. Finally, and in the same line of analysis, we will seek to understand the reasons why these programs have perpetuated segregation and kept the heterotopic city there.
