Planeación del suelo en torno al aeropuerto: consideraciones para un ordenamiento territorial compatible.

Abstract

En los últimos ocho años, la UAEAC ha realizado importantes inversiones para el desarrollo aeronáutico. Nuevas construcciones, modernización y mantenimiento de la infraestructura aeroportuaria, hacen que el panorama del transporte aéreo colombiano, se vislumbre bastante prometedor. Esta infraestructura debe ser salvaguardada para evitar que quede restringida su operación por posibles factores externos, como la presencia de obstáculos o comunidades afectadas por el ruido ubicados alrededor del aeropuerto. En el presente documento se hace un análisis de las principales herramientas legales con que cuenta actualmente el país, su alcance y aplicabilidad en el territorio nacional, al igual que la evaluación de dos casos: el Aeropuerto Olaya Herrera (Medellín), el cual ejemplifica claramente las consecuencias de un inadecuado uso del suelo alrededor del aeropuerto y el Aeropuerto José María Córdova (Rionegro) una nueva propuesta en Colombia, para realizar ordenamiento territorial en función del desarrollo del aeropuerto. Finalmente se establecen las recomendaciones necesarias para las autoridades y todos aquellos involucrados, que contribuyen a tener un uso del suelo compatible con el aeropuerto. Since 2010, the Civil Aviation Authority of Colombia (UAEAC) has made a significant investment in the aeronautical and airport infrastructure. New facilities, renovation and proper maintenance of the infrastructure point out a promising bright future of the Colombian air transport sector. Thus, in order to protect aeronautic operations, it is imperative to take the necessary actions to avoid restrictions by the occurrence of external factors, like the appearance of stationary and mobile physical obstacles, or even legal or social actions that communities (affected by the noise around the airports) can make. This document contains a thoughtful analysis of the main laws and legal documents, which rule the aeronautic operations and their facilities in Colombia. This document also explains the scope and applicability in the national territory. Especially, the analysis focuses on two remarkable cases; first, the Olaya Herrera Airport in the city of Medellín (Antioquia), which illustrates clearly the consequences of the inadequate land use around the airport. In contrast, the second case is José María Córdova International Airport in Rionegro (Antioquia), where the land around the airport was planned according to airport development. Finally, the document states the necessary recommendations for the authorities and stakeholders to promote an airport land use compatibility.
