Valoración del costo ambiental de la contaminación generada por aguas residuales en el municipio de Chía. Su efecto en el cambio del precio de las viviendas

Resumen
El municipio de Chía, Cundinamarca, ubicado al norte de la ciudad de Bogotá, es un suburbio que ha experimentado un proceso de crecimiento poblacional fruto de modificaciones en su ordenamiento territorial y de las bondades paisajísticas que posee. Esto ha permitido que sus habitantes evidencien un incremento en el avalúo de sus predios, no obstante, la expansión urbana y problemas de gestión desde la administración pública han derivado en un mal manejo del tratamiento de aguas residuales vertidas a los Ríos Frío y Bogotá y en la presencia de olores ofensivos en el municipio; lo que paradójicamente ha afectado el monto de los avalúos de los predios. Por esta razón, el presente trabajo de investigación tiene como objetivo valorar económicamente el costo ambiental, expresado en el cambio del precio de las viviendas, derivado de la contaminación generada por las aguas residuales en el municipio de Chía. Para ello se utiliza la metodología de precios hedónicos la cual, aplicada sobre el avalúo catastral de los predios con destino económico habitacional del municipio, ha permitido identificar un incremento del valor de los predios de entre $3,883 y $6.873 pesos por cada metro de distancia adicional que se aleja de la PTAR municipal, evidenciando la presencia de costes ambientales causados por problemas ambientales en el municipio.
Abstract :The municipality of Chía, Cundinamarca, located at north of the city of Bogotá is a suburb that has experienced a process of population growth as a result of changes in its territorial order planning and its landscape beauty amenities. This has derived in raises in the appraisal of housing properties, however, urban sprawl and management problems from the public administration have resulted in poor management of wastewater treatment from the Frío and Bogotá rivers, and the existence of offensive odors in the municipality. Paradoxically, it has affected the housing prices. For this reason, the present research work aims to economically value the environmental cost, expressed in the change in the price of homes, derived from the pollution generated by wastewater in the municipality of Chia. To do this, the methodology of hedonic prices is used, which applied to the cadastral appraisal of the properties with economic housing destination of the municipality. The result is an increase in the value of the properties between $ 3,883 and $ 6,873 pesos (COP) for each additional meter distance that moves away of the municipal PTAR, evidencing the presence of environmental costs caused by environmental problems in the municipality.
