Resumen
Las Reservas Estratégicas Mineras del Estado son una figura creada con el fin de realizar la explotación masiva de minerales de interés estratégico. Así, representan de forma clara la política extractiva que han llevado los gobiernos en Colombia desde hace años. Lamentablemente, esta política minera es generadora de conflictos ambientales y de afectaciones a los ecosistemas del país con lo que, en los últimos años, como forma de resistencia, las comunidades han hecho uso de los mecanismos de participación administrativos, políticos y judiciales para frenar estas actividades en sus territorios. De esta manera, este trabajo tiene como fin analizar la figura de las reservas desde una visión del extractivismo y la democracia ambiental, buscando visibilizar las herramientas utilizadas por las comunidades en este caso. En el mismo sentido, se busca plantear la discusión frente a la efectividad de los mecanismos de participación en materia ambiental, buscando determinar si cumplen, efectivamente, con sus objetivos.
Abstract: The Strategic Mining Reserves of the State are a figure created with the purpose of carrying out the massive exploitation of minerals of strategic interest. Thus, they represent in a clear way the extractive policy that the governments in Colombia have been carrying out for years. Unfortunately, this mining policy generates environmental conflicts and affects the ecosystems of the country. In recent years, as a form of resistance, the communities have used administrative, political and judicial participation mechanisms to stop these activities in their territories. In this way, this work aims to analyze the figure of the reserves from a vision of extractivism and environmental democracy, seeking to make visible the tools used by the communities in this case. In the same sense, it seeks to raise the discussion regarding the effectiveness of the mechanisms of participation in environmental matters, seeking to determine whether they meet, effectively, their objectives.
