La restauración del paisaje de la cantera Cerro e Ibiza por medio de un Proyecto Urbano Integral

Abstract

El presente trabajo plantea el Proyecto Urbano Integral, como el instrumento de intervención urbana que permite la restauración paisajística de la cantera Cerro e Ibiza, ubicada entre la Calle 161 y 162 con Carrera Séptima, y sus barrios colindantes: Arauquita, Arauquita II, Santa Cecilia Parte Baja, San Cristóbal Norte, San Cristóbal, Villa Fanny, Vereda Barrancas Oriental, La Perla Oriental, Santiago, Terrazas de San Ángel, Villa Nydia, El Cerro Occidental Ibiza, Cerros Norte y Santa Cecilia Norte Parte Alta. El trabajo se desarrolla a través del análisis de la configuración paisajística de la cantera y el área de influencia determinada, mediante el estudio de fuentes bibliográficas primarias y secundarias y la Metodología de los Eventos Relacionados para el Análisis del Paisaje. Adicionalmente, se identifican las problemáticas ambientales presentes en el paisaje, las cuales se agrupan en dos grandes aspectos: el no entendimiento de lo ambiental y el vivir en la periferia. Por último, se analizan los instrumentos de intervención urbana con el fin de identificar aquel que permite la restauración del paisaje del área de estudio. Se genera un análisis crítico del Plan Parcial Ibiza -al ser el planteamiento de mayor importancia para la renovación urbana y morfológica de la zona-, y se determina el Proyecto Urbano Integral como aquella herramienta que responde a las necesidades culturales y físicas -incluyendo al componente ecosistémico- de forma holística, sugiriendo al final lineamientos para su implementación. The present work describes the Integral Urban Project, as the instrument of urban intervention that allows the landscape restoration of the Cerro and Ibiza quarry, located in the intersection of the seventh avenue and 161-162 streets, and the adjacent neighborhoods: Arauquita, Arauquita II, Santa Cecilia Lower Part, San Cristóbal Norte, San Cristóbal, Villa Fanny, Vereda Barrancas Oriental, La Perla Oriental, Santiago, Terrazas de San Ángel, Villa Nydia, Cerro Occidental Ibiza, Cerros Norte and Santa Cecilia Norte Upper Part. The work is developed through the analysis of the quarry´s landscape configuration and the area of influence, through the study of primary and secondary bibliographic sources and the Methodology of Related Events for Landscape Analysis. Additionally, the environmental problems affecting the landscape are identified in two main groups: the lack of understanding the environment and consequences of living in the periphery. Finally, the urban intervention instruments are analyzed in order to identify the one that allows the landscape restoration of the studied area. A critical analysis of the Ibiza Partial Plan is generated -as it is the most important approach for the urban and morphological renewal of the area-, and the Integral Urban Project is determined as the tool that responds to cultural and physical needs -including the ecosystem component- from a holistic point of view, suggesting at the end guidelines for its implementation.
